Government discusses bills on business, nuclear energy, science, technology and innovation

On March 19, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law making in March 2025 to discuss and give opinions on 6 draft laws and proposals for law making.

Attending the meeting were Deputy Prime Ministers; Deputy Secretaries of the Government Party Committee; ministers, heads of ministerial-level agencies, government agencies; leaders of ministries, branches and central agencies.

According to the program, at the meeting, the Government will review and discuss: Law on Atomic Energy (amended); Law on Water Supply and Drainage; Law on Urban Management and Development; Law on Science, Technology and Innovation; Law on Economical and Efficient Use of Energy; and propose to develop the Law on Enterprises (amended).

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that "institutions are the driving force and resource of development", "institutions are also the bottleneck of bottlenecks and the breakthrough of breakthroughs"; investing in perfecting and building laws is investing in development; doing a good job of building laws will create opportunities for development.

Law making is a mandatory requirement in leadership and direction. The Prime Minister requires ministers, heads of ministerial-level agencies and government agencies to directly direct, devote time, effort and intelligence to this work; prioritize resources, facilities, and use technology to make laws to ensure speed, quality and efficiency. Thereby, liberating all productive forces including means of production, resources, human resources, historical and cultural traditions... and all other resources for the country's socio-economic development.

The Prime Minister requested that in the process of proposing, supplementing, amending and perfecting legal regulations, it is necessary to ensure 6 things clearly: Contents to be omitted; contents to be amended and perfected; contents to be supplemented; contents to be cut down and simplified of administrative procedures; contents to be decentralised and delegated; issues with different opinions and other issues that need to be reported to the Government Standing Committee, the Government, and the Prime Minister for consideration and direction.

Along with that, the development of new legal documents must ensure the following principles: Institutionalizing the Party and State's policies and guidelines; contents that do not have legal regulations to regulate; contents that have legal regulations but have been overcome in practice; contents that need to be resolved; simplifying and reducing administrative procedures; decentralization; issues that still have many different opinions...

Directing the drafting of legal documents to be concise, clear, easy to understand, easy to apply, easy to do, easy to evaluate, easy to inspect and monitor, Prime Minister Pham Minh Chinh requested that they be implemented quickly, "while doing, learn from experience, perfect and gradually expand, not be perfectionist, not hasty", "what is ripe, clear, proven to be correct in practice, and agreed by the majority, then apply and legalize; issues that are still fluctuating and complicated, especially issues related to the economy and society, must leave room for completion, summary, replication and legalization".

The Prime Minister requested that Government members concentrate their intelligence and promote a high sense of responsibility during the exchange and discussion process; present reports and clearly state their opinions; focus on discussing important issues, with different opinions requiring the Government's opinion; and ensure the quality of the draft laws submitted to the Government for consideration at the Session.
