The Government continues to provide emergency support of 200 billion VND to Nghe An to overcome the consequences of floods.

The Prime Minister has just decided to allocate an additional VND200 billion from the central budget reserve to support Nghe An to overcome the consequences of the severe floods in late July.

According to Decision No. 1662/QD-TTg signed by Deputy Prime Minister Ho Duc Phoc on August 4, 2025, Nghe An province is allocated 200 billion VND and Dien Bien province 100 billion VND.

This is the second round of emergency aid in the past two weeks for localities severely affected by natural disasters.

The support is drawn from the central budget reserve in 2025, to help provinces soon stabilize people's lives and repair damaged essential infrastructure.

The Government requires strict management and use of additional funds, in accordance with the law on budget and related regulations. The use of resources must ensure the right purpose, right target, openness, transparency and no loss or negativity.

In addition, localities are also required to simultaneously mobilize local budgets and other legal capital sources to increase the effectiveness of supporting people.

The use and allocation of funds will be specifically reported to the Ministry of Finance, the Ministry of Agriculture and Environment and relevant agencies for synthesis and reporting to the Prime Minister.

Previously, on August 2, 2025, Deputy Prime Minister Ho Duc Phoc also signed Decision No. 1653/QD-TTg allocating 250 billion VND in emergency support to the three provinces of Son La, Dien Bien and Nghe An; of which, Nghe An received 100 billion VND in support.

In total, within just a few days, the Prime Minister decided to support 3 provinces in the Northwest and North Central regions with 550 billion VND to overcome the consequences of natural disasters, with Nghe An alone receiving a total of 300 billion VND.

Storm No. 3 and its circulation at the end of July caused particularly serious damage to property and infrastructure in many communes in western Nghe An, with total estimated damage reaching VND3,635 billion.

The most serious damage was to housing, amounting to VND1,545 billion, with 450 houses collapsed, swept away or completely buried; 5,426 houses were deeply flooded, with damaged and lost property inside; 1,601 other houses were affected by landslides and floodwaters.

The transport system suffered heavy losses, totaling about VND1,390 billion. Specifically, 16 bridges were washed away or severely damaged; 9 suspension bridges no longer existed after the flood. On national and provincial highways, there were 14 landslides, 8 roadbeds were completely broken; more than 52 km of rural roads were also eroded, cutting off many residential areas.

Despite the great devastation, human losses were minimized, with only four deaths recorded in Nam Can, Bac Ly and Nhon Mai communes. Compared to the scale of the flood, which was assessed as the most severe in many years, this result clearly reflects the effectiveness of on-site response and direction according to the two-level local government model that Nghe An is implementing.

On the afternoon of August 3, Deputy Prime Minister Ho Duc Phoc went directly to My Ly commune to visit people in flooded areas, check the situation and work with provincial leaders on overcoming the consequences of natural disasters.

This is the second time in 10 days that a senior government leader has been present at the scene of a natural disaster in Nghe An. Previously, on July 23 and 24, Deputy Prime Minister Mai Van Chinh also visited the western region of Nghe An, directly directing the emergency response, encouraging people and presenting gifts to households that suffered heavy losses.

The continuous presence and direct guidance of Deputy Prime Ministers in the flood areas not only demonstrates the close attention of the Central Government but is also a great source of spiritual encouragement for the government and people of Nghe An in the period of overcoming the consequences and soon stabilizing life after the natural disaster.
