National Assembly Deputy Le Thanh Hai, Deputy Head of the National Assembly Office, gave his opinion.

Madam, the Government has recently experimented with providing information and communicating with people via Facebook, which has made many people very interested and excited. Could you please share your opinion?

My point of view is very supportive. The closer the government is to the people, the better. There can be many measures and many forms. From contacting the people like the program "People ask, ministers answer" and many other forms.

I think that the Government's being ready to respond on Facebook is a way to take advantage of the development of social networks and exploit it in a positive way.

I also hope that with this form, people will be able to express their opinions, as well as law enforcement officers and government agencies will listen to the people's voices more. Based on that, policies and enforcement measures to implement the law will be more popular, closer to the people, and will reduce "glass cabinet" policies or air-conditioned policies, policies in the sky.

In addition to the Government listening to the people's voices, people will understand the theoretical basis of executive activities. From there, they will have access to two-way information. People will have closer access to the policies of the Party and the State, and State agencies can grasp the people's thoughts and aspirations quickly and practically.

Madam, as an elected representative, what methods do you usually use to reach out to the people?

I still contact the people by contacting voters, before and after the session. I go to contact voters 4 times a year. Each time I contact voters lasts 3-5 days, 2 sessions a day.

Second, we publish the phone number and Email at the Provincial National Assembly delegation.

In addition, voters still call directly, via email, and coordinate with people to reflect necessary wishes.

Madam, do you think that using Facebook will bring elected representatives and administrative agencies closer to the people?

Within a certain framework, depending on conditions and facilities, not everywhere, National Assembly deputies have the conditions to access the internet, through 3G or wifi. I think this is also a form, if National Assembly deputies have knowledge about technology such as recognizing the positive effects of Facebook to be able to reach the people. That is also a method.

However, I think there are many ways to approach. Phone, email, through the National Assembly delegations of the provinces...

In fact, the time of National Assembly deputies is not too much. In addition to the time spent in meetings in the hall, there are also group discussions. During the time not in session, they go to supervise, examine, and evaluate draft laws.

The problem is, if the National Assembly Delegation and the Office of the National Assembly Delegation collect people's opinions and clearly define them to avoid duplication. This will also help National Assembly Deputies to access them easily.

Of course, Facebook is a social network, especially used by young people. Facebook is suitable for young voters who want to reach politicians and access legal policy-making agencies.

Each type and approach has its own advantages and disadvantages.

Do you plan to use Facebook to communicate with people in the future?

This depends on many conditions. Currently, we still receive regular petitions from voters. We find it quite convenient to send them by phone and email.

However, using other forms like social networks, we will think in the future.

Thank you!
