The warning from Phnom Penh City Hall came after a number of non-governmental organizations in Phnom Penh planned to gather in front of the embassies of the United States, Britain, France, and Germany in Phnom Penh to deliver a petition to intervene and release 23 extremists arrested during recent protests and strikes that led to clashes and scuffles.

Protests and strikes organized by the opposition and some trade unions in Cambodia in late 2013 turned violent, forcing the government to intervene. On January 4, the Phnom Penh government issued a ban on protests and marches to restore social order and security./.
