Regulations on national science and technology competitions for high school students
On April 10, 2024, the Ministry of Education and Training issued the Regulations on the National Science and Technology Research Competition for Secondary and High School Students (Circular 06/2024/TT-BGDDT).
This Regulation is issued together with Circular No. 06/2024/TT-BGDDT dated April 10, 2024; effective from May 27, 2024 and replaces Circular No. 38/2012/TT-BGDDT dated November 2, 2012 promulgating the Regulations on national science and technology research competitions for secondary and high school students and Circular No. 32/2017/TT-BGDDT dated December 19, 2017 amending and supplementing a number of articles of the Regulations on national science and technology research competitions for secondary and high school students issued together with Circular No. 38/2012/TT-BGDDT.

One of the notable new points is the increase in the number of competition projects. Specifically, the Department of Education and Training is allowed to register a maximum of 3 competition projects (the old regulation was 2). Particularly, the Department of Education and Training of Hanoi and Ho Chi Minh City, each unit is allowed to register a maximum of 6 competition projects (the old regulation was 4).
For participating units that are schools under the Ministry of Education and Training, universities, colleges, institutes, and academies, each unit can register a maximum of 2 projects; the unit hosting the competition can register a maximum of 6 projects. For the unit hosting the competition, which is the Hanoi Department of Education and Training or the Ho Chi Minh City Department of Education and Training, each unit can register a maximum of 12 projects.
The new regulations also add regulations on research supervisors. Specifically, each competition project must have at least one research supervisor who is a teacher or staff member with expertise relevant to the competition project and is working at the educational institution where the candidate is studying. Each research supervisor can only supervise one competition project (the old regulation allowed a maximum of two) in one competition.
The regulations on the number of prizes have also increased compared to before. Accordingly, the total number of prizes of the competition does not exceed 60% (the old regulation was 50%) of the total number of projects participating in the competition. Of which, the number of first prizes does not exceed 10% (the old regulation was 5%) of the total number of prizes; the number of second prizes, third prizes, and fourth prizes, each type of prize, does not exceed 30% of the total number of prizes. The old regulation was that the second prize did not exceed 10%, the third prize did not exceed 15%, and the fourth prize did not exceed 20%.

Guidance on leadership and management positions and professional titles in the field of Education and Training at universities
The Ministry of Education and Training has just issued Circular No. 04/2024/TT-BGDDT providing guidance on leadership and management positions and professional titles in the field of education and training in public universities and pedagogical colleges.
This Circular takes effect from May 15, 2024.
According to the Circular, the principles for determining job positions must ensure consistency and synchronization with specialized legal regulations in the field of education; ensure compliance with the principles prescribed in Article 3 of Decree No. 106/2020/ND-CP of the Government regulating job positions in public service units..
Leadership and management positions and professional title positions in education and training are associated with the organizational structure, training activities, scientific and technological activities, and community service of educational institutions;
At the same time, ensure efficiency, reduce focal points, streamline payroll, restructure the staff and reduce state budget costs when determining job positions according to professional titles in educational institutions.

Issuing statistical indicators for the Education sector
On March 18, 2024, the Ministry of Education and Training issued Circular 3/2024/TT-BGDDT promulgating the System of statistical indicators for the Education sector.
This Circular takes effect from May 3, 2024; regulates the system of statistical indicators for the education sector, including the list of indicators and the content of statistical indicators.
Circular No. 19/2017/TT-BGDDT dated July 28, 2017 promulgating the System of statistical indicators for the education sector ceases to be effective from the effective date of this Circular.
The system of statistical indicators of the education sector is a set of statistical indicators to collect statistical information to serve the work of assessing, forecasting the situation, planning strategies, policies, and building development plans of the education sector; meeting the needs of exchanging and sharing educational statistical information according to the provisions of the Law on Statistics and documents guiding the Law on Statistics; and is the basis for developing a statistical reporting regime for the education sector.
