New policy effective from May 2022

Revoke the Film Import License when the film content violates the prohibition regulations.
Effective from May 10, 2022, Decree No. 22/2022/ND-CP dated March 25, 2022 supplements a number of articles of Decree No. 32/2012/ND-CP dated April 12, 2012 of the Government on management of export and import of cultural products not for business purposes.
In particular, the Decree supplements the regulation: The film import licensing agency shall revoke the film import license when detecting that the film content violates the prohibitions in the Cinema Law.
Increase student loans
In Decision No. 5/2022/QD-TTg amending and supplementing a number of articles of Decision No. 157/2007/QD-TTg dated September 27, 2007 of the Prime Minister on credit for students, effective from May 19, 2022, the maximum loan amount for students is increased from VND 2.5 million/month/student to VND 4 million/month/student.
From May 21, motorbikes can be registered at the commune police station and cars at the district police station.
Effective from May 21, 2022, Circular 15/2022/TT-BCA amends and supplements a number of articles of Circular No. 58/2020/TT-BCA dated June 16, 2020 of the Minister of Public Security regulating the process of granting and revoking registration and license plates of road motor vehicles.
In particular, Circular 15 (amending Clause 6, Article 3 of Circular 58/2020/TT-BCA) empowers the police of communes, wards and towns (commune-level police) to register and issue license plates for motorbikes and scooters (including electric motorbikes) to individuals and organizations.
Accordingly, the commune-level police register and issue license plates for motorbikes and scooters (including electric motorbikes) of domestic agencies, organizations, enterprises, military enterprises, individuals with headquarters or permanent residence in their locality and foreign agencies, organizations, individuals, projects, and joint venture economic organizations with foreign countries in their locality; organize the revocation of registration certificates and license plates of expired vehicles, and damaged and unusable vehicles of agencies, organizations, and individuals with headquarters or permanent residence in their locality.
Note, only communes with the number of newly registered motorbikes and scooters (including electric motorbikes) in the last 3 consecutive years will have the commune police register and issue license plates.
Also according to Circular 15/2022/TT-BCA, district-level police will register and issue license plates for cars to domestic organizations and individuals with headquarters or permanent residence in their locality; except:
- Cars of foreign agencies, organizations, individuals, projects, economic organizations with foreign joint ventures in the locality and agencies, organizations, enterprises, military enterprises, individuals with headquarters or permanent residence in districts, cities of centrally-run cities or cities of provinces where the Traffic Police Department is headquartered.
- Cars of diplomatic missions, consular agencies, representative agencies of international organizations in Vietnam and cars of foreigners working in those agencies; cars of agencies and organizations specified in Appendix No. 01 of Circular 58/2020/TT-BCA.
Ethnic minority women with special difficulties who give birth in accordance with population policy are supported up to 3 million VND.
According to Circular 15/2022/TT-BTC of the Ministry of Finance regulating the management and use of public funds to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030, Phase I: from 2021 to 2025, effective from May 1, 2022, support for ethnic minority women with specific difficulties to give birth in accordance with population policy is up to 3 million VND/mother.
Increase monthly allowance for discharged soldiers
Circular 22/2022/TT-BQP of the Ministry of National Defense regulating the adjustment of monthly allowances for soldiers and people working in secretarial work who receive salaries similar to those for demobilized, discharged, or retired soldiers takes effect from May 16, 2022.
The Circular clearly states that it will increase by 7.4% the monthly allowance for December 2021 for demobilized and discharged soldiers who are receiving monthly allowances according to the provisions of Decision No. 142/2008/QD-TTg, Decision No. 38/2010/QD-TTg; soldiers and people working in secretarial work who receive salaries as for demobilized, discharged, or retired soldiers who are receiving monthly allowances according to the provisions of Decision No. 62/2011/QD-TTg.
The monthly allowance level of the subjects after being adjusted to increase is specifically as follows: From 15 years to under 16 years, the allowance level is 2,031,000 VND/month; from 16 years to under 17 years, the allowance level is 2,123,000 VND/month; from 17 years to under 18 years, the allowance level is 2,217,000 VND/month; from 18 years to under 19 years, the allowance level is 2,309,000 VND/month; from 19 years to under 20 years, the allowance level is 2,400,000 VND/month.
Support for career conversion for ethnic minorities
Circular 15/2022/TT-BTC of the Ministry of Finance regulating the management and use of public funds to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025, takes effect from May 1, 2022.
In particular, regarding support for career conversion, in case the local government cannot arrange land for production, households without land or lacking land for production will be supported for one career conversion. The maximum support level is 10 million VND/household to purchase agricultural tools and machinery for agricultural production services and other occupations. In case there is no need to purchase agricultural tools and machinery, vocational training support will be provided to convert occupations according to the provisions of Decision No. 46/2015/QD-TTg dated September 28, 2015 of the Prime Minister stipulating policies to support elementary level training and training under 3 months. The process and method of support are implemented according to the guidance of the Ethnic Committee.
