Registering vehicles at the commune, Nghe An people no longer have to go far, can choose any place to do the procedure

The Commune Police force in Nghe An is currently directly registering cars, motorbikes, and special-purpose motorbikes at the commune level, creating convenience for people and organizations in the process of completing procedures. This is also the first public service of the Ministry of Public Security to take effect from July 1, along with the arrangement and reorganization of administrative units at all levels. According to the new regulations, people can register their vehicles at any commune or ward police station, instead of being limited by area as before.

In Tien Phong commune, in recent days, the working atmosphere at the Commune Police has become busier than usual when people come to register their vehicles. According to records, the reception and processing of documents by the Commune Police force is carried out quickly, accurately and in accordance with procedures.

Since July 1, Tien Phong Commune Police have received and completed many vehicle registration cases. Specifically, there have been 2 cases of renewal procedures, 1 case of new registration and the registration has been returned to the people. In addition, there are 3 cases waiting for registration blanks and license plates, including 2 cars (1 renewal, 1 new registration) and 1 motorbike. These files have all been corrected and completed procedures according to regulations.

The change in the way of registering a vehicle locally has created many obvious conveniences for the people. Ms. Nguyen Thi Mai - a resident of Tien Phong commune shared: “In the past, every time I wanted to register a motorbike, I had to go to the district police station, nearly 10 km from my house. Once I had to take half a day off work, then wait for an hour for my turn. On a crowded day, I even had to come back the next day. Now, I just need to take advantage of the morning to stop by the commune police headquarters, less than 5 minutes away from my house, to complete the procedure. At first, I was hesitant because I thought the commune police were not familiar with it, the procedure might be slow. But when I got there, I saw that the staff were very professional, the operation on the machine was fast, the process was clear. After a few days, I was notified to come and receive the registration."

Not only motorcyclists benefit from this change, car owners also appreciate the flexibility in choosing where to register their vehicles.

“Previously, to register a car was a long journey and I had to go to the district police station. Now I can do it right at the commune, just a few kilometers from my house. The officers received the documents very quickly, I just had to sit and wait for the car and papers to be checked and then sign. What impressed me most was the enthusiastic attitude of the police officers, who were ready to support me when I had problems with the identification code."

Similarly, in Nhon Mai commune, registering a vehicle right at the commune police station has really brought many conveniences to the people, especially ethnic minorities. Mr. Lo Van Hoi just bought a new motorbike to conveniently go to the fields and the market. Previously, he had to spend nearly a day on the mountain pass to go to the district to do the procedures, which was very difficult. But now, he only needs to go a few kilometers to the commune center to complete the paperwork in the morning.

The biggest impression for Mr. Hoi was not only the quick procedure, but also the service spirit of the commune police officers. Mr. Hoi said: "The officers guided me step by step, not making people confused. They also said that later if they know how to use a smartphone, they can register online in advance, and only need to verify at the commune."

Choose the most convenient registration location

Lieutenant Colonel Hoang Manh Hung - Deputy Head of the Traffic Police Department of Nghe An Province Police said: "In the context of implementing the 2-level local government model, decentralizing vehicle registration to the commune-level police helps people proactively choose the most convenient place, reduce travel time, save costs, and at the same time reduce the burden on the department."

To ensure synchronous and effective implementation at the grassroots level, the Traffic Police Department of Nghe An Province Police has conducted a review of all 130 communes and wards according to the new administrative boundaries. Based on the survey, many commune police headquarters have been supplemented with equipment, renovated the "one-stop" department, strengthened human resources and information technology infrastructure to ensure that the work of receiving and processing documents takes place smoothly, without causing interruption or inconvenience to the people.

Along with that, in the early days of July 2025, the Provincial Police organized in-depth training conferences on vehicle registration procedures, instructions on using professional software and practical operations of registration on computers for the Commune Police force. Nearly 130 communes and wards sent officers and soldiers to participate, ensuring professional readiness as soon as the Circular takes effect. The training content also integrated instructions on exploiting online public services at levels 3 and 4, helping the Commune Police force to support people to the maximum in accessing digital utilities.

Notably, on June 30, 2025, the Ministry of Public Security issued Circular No. 51/2025/TT-BCA, amending and supplementing a number of articles of Circular No. 79/2024/TT-BCA, officially effective from July 1, 2025. This Circular marks an important step forward when it eliminates the "hard registration area", allowing people and organizations to register cars and motorbikes at any registration point under the Commune-level Police or Traffic Police Department in the province or city where they reside or are headquartered, instead of being limited to the area as before.

A representative of the Traffic Police Department said that the new policy is a breakthrough in administrative reform, both creating maximum convenience for people and businesses and effectively streamlining the national vehicle registration system. Instead of concentrating all documents at the provincial or district Traffic Police Department as before, people can now choose the nearest registration point, suitable for their time and travel conditions.

In particular, this is also the first public service of the Ministry of Public Security to be deployed according to the new organizational model of administrative units at all levels, in sync with the process of rearranging administrative units from July 1, 2025. This affirms the proactiveness and flexibility of the Public Security force in adapting to the requirements of the new organizational apparatus, while at the same time, improving the capacity to serve the people right from the grassroots level.

The Circular also clearly stipulates some special cases: Vehicles with confiscated origin must be registered at the Traffic Police Department; Vehicles winning the license plate auction can be registered at the place of residence, headquarters or at the Traffic Police Department where the license plate is managed; For communes that are in the process of separation or merger, the Traffic Police Department will temporarily be in charge of registration while waiting for population data to be updated.

Thus, bringing vehicle registration to the commune level not only helps people save time and money, but also represents an important step in administrative reform in the transport sector. When procedures are carried out locally, vehicle management becomes more practical, creating conditions for capturing and controlling information promptly and accurately. This is not only a convenient solution for people, but also a necessary step in decentralizing management, enhancing operational efficiency from the grassroots level, contributing to building an administration that is closer to the people, closer to the people and for the people./.
