The new policy will take effect from September 2025.
A series of new policies related to education, driver training requirements, industry, environment, cybersecurity, etc., will officially come into effect in September 2025.
* From September 1, 2025, the process of settling benefits for officials and civil servants who leave their jobs due to organizational restructuring will end.
Accordingly, in Conclusion 183-KL/TW, the Politburo and the Secretariat assigned the following tasks to ministries, agencies, and localities:
ButUrgently complete the tasks outlined in Plan No. 56-KH/BCĐ, dated July 4, 2025, of the Central Steering Committee on summarizing Resolution 18 and Plan No. 02-KH/BCĐTW, dated June 19, 2025, of the Central Steering Committee on the development of science, technology, innovation, and digital transformation.
ButDirecting the complete resolution of entitlements and policies for officials and civil servants affected by the organizational restructuring before August 31, 2025;It will end after this point.

* National technical standards for domestic wastewater
According to Circular 05/2025/TT-BTNMT, the following types of businesses and services that generate wastewater are managed as domestic wastewater: Accommodation and food services; Hotels; Villas or apartments providing short-term accommodation services; Guesthouses and motels providing short-term accommodation services; Hostels, rooms for rent and similar short-term accommodation establishments; Student dormitories.
- National technical standards for industrial wastewater
According to Circular 06/2025/TT-BTNMT, the National Technical Standard on Industrial Wastewater stipulates the permissible limit values for pollutant parameters in industrial wastewater when discharged into receiving water sources.
- National technical standards for livestock wastewater
Circular 04/2025/TT-BTNMT promulgates the National Technical Standard on Livestock Wastewater. Notably, livestock wastewater, when connected to urban or concentrated residential area wastewater collection and treatment systems, must comply with the regulations of the investor, manager, and operator of the urban or concentrated residential area wastewater treatment system, or the regulations of the local government.
Regarding the environment, the Ministry of Agriculture and Environment has issued Circular 41/2025/TT-BTNMT providing technical guidance on preventing and responding to waste incidents and restoring the environment after environmental incidents, effective from September 1, 2025.
Regulations regarding requirements for driving students from September 1, 2025.
On June 30, 2025, the Minister of Construction issued Circular 14/2025/TT-BXD regulating driver training; refresher courses, examinations, and certification of knowledge of road traffic laws.
According to Article 13 of Circular 14/2025/TT-BXD, the requirements for those learning to drive from September 1, 2025 are as follows:
- Being a Vietnamese citizen, a foreigner with legal residency, or currently working or studying in Vietnam.
- Individuals learning to drive to upgrade their driver's license must meet the requirements stipulated in Clause 4, Article 60 of the Law on Road Traffic Order and Safety; in which, the safe driving time for each driver's license category is specifically regulated as follows:
+ To upgrade from Class B to C1, B to C, B to D1, B to BE, C1 to C, C1 to D1, C1 to D2, C1 to C1E, C to D1, C to D2, D1 to D2, D1 to D, D1 to D1E, D2 to D, D2 to D2E, D to DE: safe driving experience of 2 years or more;
+ To upgrade from Class B to D2, C to CE, or C to D: at least 3 years of safe driving experience.
- Individuals who already possess a Class B driver's license with automatic transmission can register to study for a new Class B driver's license with manual transmission (clutch transmission), and individuals who already possess a Class B driver's license can register to study for a new Class C1 driver's license as stipulated in Article 6 of Circular 14; the learner's application dossier shall comply with the provisions of Clause 1, Article 14 of Circular 14.

* Numerous incentives for supporting industry projects from September 1, 2025
According to Clauses 2, 3, and 4 of Article 1 of Decree 205/2025/ND-CP, projects for the construction of research and development facilities and centers serving the production of supporting industrial products are entitled to incentives such as exemption and reduction of land rent as prescribed by land law; and receive financial support for investment in research equipment from the Supporting Industry Development Program.
In addition, individuals and organizations conducting applied research and technology transfer to produce supporting industrial products are entitled to incentives from national funds and programs.
Students, lecturers, researchers, experts, managers, technicians, and skilled workers receive financial support for training and professional development both domestically and internationally in the techniques and technologies of producing supporting industrial products.
In addition, businesses producing supporting industrial products receive financial support for activities related to testing, inspection, assessment, and certification of product quality.
* Additional sanctions for violations of cybersecurity and management of cryptographic products and services will be implemented from September 9, 2025.
Decree 211/2025/ND-CP has supplemented Article 93a of Decree 15/2025/ND-CP regarding violations of regulations on business in the field of civil cryptography. Notably, the penalties for acts such as:
- A fine of 30-40 million VND will be imposed for failing to amend or supplement the business license for civil cryptographic products and services when changing the name or legal representative.
- Fines ranging from 40 to 50 million VND: Failure to maintain one of the conditions for obtaining a license to conduct business in civil cryptographic products and services;
- A fine of 50-60 million VND will be imposed for any of the following acts: providing inaccurate information to obtain a license to conduct business in civil cryptographic products and services;
For business activities involving the trading of civilian cryptographic products and services without a license, the penalty will range from 50 to 180 million VND, depending on the value of the goods.
* 6 types of assets that can be contributed to a startup investment fund
Clause 2, Article 1 of Decree 210/2025/ND-CP (effective September 15, 2025) amends and supplements Article 5 of Decree 38/2018/ND-CP on the innovative startup investment fund.
Innovation and startup investment funds do not have legal personality and are established by 2 to a maximum of 30 investors contributing capital based on the fund's charter. Innovation and startup investment funds are not allowed to contribute capital to other innovation and startup investment funds.
Capital contributions consist of 6 types of assets:
- This may be in Vietnamese Dong; land use rights; intellectual property rights; technology; technical know-how; and other assets that can be valued in Vietnamese Dong.
Regulations on allowances for defense personnel protecting national defense facilities from September 15, 2025.
- Cases eligible for allowances
According to Article 8 of Decree 213/2025/ND-CP, the following forces will be entitled to a job responsibility allowance with a coefficient of 0.2.
(1) Special forces responsible for managing and protecting national defense facilities and military zones. Special Group.
(2) Guard force of the Ministry of National Defense Headquarters.
(3) Specialized forces managing and protecting national defense works of Group I type A without sealing or covering.
In addition, cases (1) and (3) are entitled to 10% special military allowance when performing maintenance duties on construction works.
* Do not name your social media account after the name of an agency within the Ministry of Defense.
Clause 3, Article 6 of Circular 81/2025/TT-BQP, effective from September 15, 2025, stipulates:
Agencies, organizations, and individuals Social media accounts must not be named similarly to or identical to the names of press agencies, state agencies, or other agencies within the Ministry of National Defense, or contain words that could be mistaken for press agencies, state agencies, or other agencies within the Ministry of National Defense.
In addition, agencies, units, organizations, and individuals under the management of the Ministry of National Defense, when participating in providing and sharing information on social media, have the following responsibilities:
- Please read and comply with the terms and conditions of use for the social network before registering to participate.
- Do not use information related to your agency or organization when registering to set up a social media account;
- Only share information from official and reliable sources; do not post or share information classified as state secrets.

* New regulations on foreign language teaching in schools will be implemented from September 25, 2025.
According to Clause 1, Article 4 of Decree 222/2025/ND-CP, general education institutions implementing the Vietnamese General Education Program are entitled to:
- Teaching and learning certain subjects and educational activities in a foreign language.
- Or some content of certain subjects or educational activities in a foreign language.
Priority is given to subjects in the fields of mathematics, natural sciences, technology, and computer science.
Article 5 of this Decree also stipulates that teachers must have the minimum professional qualifications and foreign language proficiency as prescribed.
Students participate in courses taught in a foreign language on a voluntary basis and may be required to take an entrance exam.
