Outstanding new policies effective from September 2021
(Baonghean.vn) - September 2021 marks the official application of many new policies, directly related to the interests of the majority of people, such as policies on social insurance, land, education, etc.
Add many new benefits about social insurance
September 1, 2021 is the effective date of Circular 06/2021/TT-BLDTBXH issued by the Ministry of Labor, War Invalids and Social Affairs providing guidanceSocial Insurance Law.
Circular 06 has many new regulations directly related to the rights of compulsory social insurance participants, specifically:
- Add a case where the wife participates in social insurance but is not eligible for maternity benefits, the husband is still entitled to a one-time allowance when the wife gives birth (previously, only if the wife did not participate in social insurance could the husband receive this amount).
The subsidy is equal to 2 times the current basic salary (2 times the basic salary is 2.98 million VND) in the month of birth, for each child.

According to the Law on Social Insurance 2014, male employees who are paying social insurance are entitled to 5 working days off when their wives give birth; 7 days off when their wives have to have a cesarean section or give birth before 32 weeks. In case their wives give birth to twins, they are entitled to 10 working days off...
- Add a case that must participate in compulsory social insurance for non-professional workers at the commune level, and at the same time, those who have signed a labor contract for 01 month or more.
No need to submit a copy of your identification documents whenmake red book
Another important document that also takes effect from September 1, 2021 is Circular 09/2021/TT-BTNMT of the Ministry of Natural Resources and Environment amending and supplementing a number of articles of the guiding Circulars.Land Law.
According to this Circular, when the National Population Database has shared and connected with data of sectors and fields, including the land sector, people when carrying out procedures for land registration, property attached to land, and issuance of Land Use Rights Certificates (also known as red books) do not need to submit copies of their ID cards, Citizen Identification Cards or Household Registration Books.
Instead, people's information will be exploited from the National Population Database.
In addition, this Circular also adds 02 cases of registration of changes to be granted Red Books, including: Land plots are separated to be granted separate Red Books in cases where Red Books are granted for many plots; Changes in residential land area in land plots with gardens and ponds attached to houses due to re-determination of residential land area according to regulations.
One of the other new points of this Circular is the specific regulation on recording information on the Red Book in case people voluntarily donate part of the land plot to build roads, irrigation works or other public works...
50% discount on interbank transfer fees until July 1, 2022
This policy will officially be applied from September 1, 2021, in accordance with the spirit of Circular 13/2021/TT-NHNN on amending the Fee Schedule for payment services via the State Bank.
Specifically, the State Bank agreed to reduce 50% of transaction fees for payments via the Interbank Electronic Payment System, including:
- The transaction fee for payment via the Value Payment Subsystem is now a minimum of VND 1,000/item and a maximum of VND 25,000/item (for transactions before 3:30 p.m. on the day); a minimum of VND 2,000/item and a maximum of VND 50,000/item (for transactions after 3:30 p.m. until the system stops accepting transactions).
- Transaction fee for payment via Low Value Payment Subsystem is 1,000 VND/item.
The 50% reduction in the above fees is applicable until June 30, 2022.
Compensation level when renovating old apartments
From September 1, 2021, regulations on renovation and reconstruction of apartment buildings will be applied according to Decree 69/2021/ND-CP of the Government.
According to this Decree, in case the apartment owner needs to resettle on the spot, the Provincial People's Committee decides on a compensation coefficient equal to 1 - 2 times the area of the old apartment.
In case the apartment owner does not have a need for on-site resettlement, but the investor has real estate at another location to arrange for resettlement, and the owner has a need, resettlement will be arranged according to the on-site resettlement mechanism.

In particular, in case the apartment owner does not have a need for resettlement, he/she will be compensated in cash, according to the value of the apartment after converting according to the above coefficient.
Regarding the arrangement of temporary accommodation for apartment owners during the implementation of the apartment building renovation and reconstruction project, the Decree clearly states: In case the owner arranges his/her own accommodation, the investor must pay the rental cost and other expenses; In case the owner cannot arrange his/her own accommodation, temporary accommodation will be arranged...
Eliminate the title of advanced student at secondary and high school levels
Circular 22/2021 of the Ministry of Education and Training, effective from September 5, abolishes the title of advanced student for middle and high school students, only retaining the titles of excellent student and good student. In addition, the classification of students' academic performance is not based on the average score of subjects as before, but students are evaluated by comments and scores.
Physical Education, Art, Music, Fine Arts, Local Curriculum, Experiential Activities, and Career Guidance will be assessed but not graded. For both regular and periodic assessments, students will receive either a “satisfactory” or “unsatisfactory” grade.
For the remaining subjects, the school will evaluate by combining comments and scores instead of just grading as before. In tests, projects, and learning products, when grading, teachers also need to include comments so that students know their progress and adjust their attitudes and efforts during the learning process. The final assessment of these subjects is still based on a 10-point scale. Student assessment according to this Circular will be implemented according to a roadmap, from the 2021-2022 school year, it will apply to 6th graders.
