Accordingly, one of the outstanding new points is the regulation in Point c, Clause 1, Article 64 of the Law on Social Insurance 2024. Employees who have paid compulsory social insurance for 15 years or more and worked for 15 years in underground coal mining will be able to retire 10 years earlier than the normal retirement age, while still ensuring full pension benefits.

Appendix I of Decree 158/2025/ND-CP specifically lists 24 jobs in the field of underground coal mining, including:

  2. Drilling rock with a hand-held hammer in the mine.
  3. Mine rescue team.
