Vietnam's consistent policy is to ensure human rights.
On August 3, 2013, in response to a reporter's question about the US House of Representatives passing the Vietnam Human Rights Act 2013 (HR1897) on August 1, 2013, Spokesperson of the Vietnamese Ministry of Foreign Affairs Luong Thanh Nghi stated:

“The consistent policy of the Vietnamese State is to ensure human rights and improve the quality of life of the people. Vietnam has achieved many achievements in ensuring human rights in all civil, political, economic, cultural and social fields, which have been recognized and highly appreciated by the international community. Promoting human rights is an important factor contributing to the success of the renovation process in Vietnam in recent years.
Vietnam and the United States continue to maintain a regular dialogue mechanism on human rights. Dialogue in the spirit of frankness, constructiveness and mutual respect is important in enhancing mutual understanding and promoting the development of bilateral relations for the common interests of the two countries.
The inaccurate and unobjective information about the implementation of human rights and religious freedom in Vietnam stated in Bill HR1897 does not accurately reflect the actual situation in Vietnam and is not consistent with the development of Vietnam-US relations.”./.
