Policy to attract high-quality human resources and prioritize recruitment of civil servants and public employees
(Baonghean) - (Resolution No. 92/2013/NQ-HDND dated July 17, 2013 of the People's Council of Nghe An province, term XVI, 9th session).
Article 1. Scope of regulation
This Resolution stipulates a number of policies to attract high-quality human resources and give priority to recruiting civil servants and public employees into Party agencies, the Fatherland Front, State administration, public service agencies, and socio-political organizations at all levels in Nghe An province.
Article 2. Target audience
1. Subjects attracting high-quality human resources are considered for direct recruitment into civil servants and public employees:
a) Professor; Associate Professor; Doctor of Science;
b) PhD, Specialist II Doctor, Specialist II Pharmacist trained from students graduating from regular public universities with good or higher grades in the country or abroad; National-level skilled workers; National-level artisans.
c) Masters, Specialist I Doctors, Specialist I Pharmacists are trained from university graduates with good or higher grades at public universities, regular system in the country with training majors in the same group of training majors at university level (except for the joint training system) with university entrance exam scores of 22 - 25 points or higher (depending on each exam group) or from those who have won official prizes in national and international excellent student competitions and are directly admitted to university;
d) Those who graduated with honors, distinctions, or valedictorians from public universities, regular programs in the country (except for the joint training program) with university entrance exam scores of 22 - 25 points or higher (depending on each exam group) or those who won official prizes in national and international excellent student competitions are admitted directly to university;
d) Masters are trained from university graduates with good or higher grades from foreign universities; Those who have graduated with excellent or higher grades from foreign universities included in the list of higher education of the host countries and recognized by the Vietnamese Ministry of Education and Training;
e) Provincial students who win official prizes in national and international competitions for excellent students then enter pedagogical universities and graduate with good grades or higher;
g) Resident doctor; Provincial artist.
h) Athletes who win national, regional and international championships and are awarded the title of master athlete.
2. Targets for attracting high-quality human resources through contracts to attract experts: Good experts, domestic and foreign scientists; Ho Chi Minh Award winners.
3. Priority in recruiting civil servants and public employees:
a) Those who graduated with honors or higher from public universities, regular system in the country (except for joint training system) with university entrance exam scores from 20 - 23 points or higher (depending on each exam group).
b) Those who graduated with good grades from public universities, regular programs in the country (except for the joint training program) with university entrance exam scores of 22 - 25 points or higher (depending on each exam group) or those who won official prizes in national and international excellent student competitions are admitted directly to university.
4. The Provincial People's Committee is assigned to specify the university entrance exam scores for the exam groups at Point c, Point d, Clause 1 and Clause 3 of this Article.
Article 3. Conditions for attraction and priority in recruitment
1. Have good qualities and ethics, good health and comply with the assignment and work arrangements of the recruiting agencies.
2. About age.
a) Professor, Associate Professor and Doctor of Science; Doctor, Specialist II Doctor, Specialist II Pharmacist; National Skilled Worker; National Artisan not over 50 years old;
b) Master, Specialist I, Specialist I Pharmacist, resident physician; provincial artisan: not over 45 years old.
c) University graduates: not over 40 years old;
d) Athletes not over 35 years old.
3. Commit to working in Nghe An for 5 years or more (not applicable to subjects specified in Clause 2, Article 2).
4. Have knowledge and capacity suitable for the industries and fields that the province is looking to attract.
Article 4. Policy to attract high-quality human resources
1. Direct recruitment into civil servants and public employees
The subjects specified in Clause 1, Article 2 are recruited into civil servants and public employees through examination.
2. Financial support
a) After being recruited, the attracted candidates will receive initial financial support as follows:
- Subjects specified in Point a, Clause 1, Article 2: Support of 200 million VND;
- Subjects specified in Point b, Clause 1, Article 2: Support of 100 million VND.
b) The subjects specified in Clause 1, Article 2 who are recruited for the first time and are in the probationary period shall receive 100% of the starting salary according to the salary scale and grade prescribed by the State.
3. The subjects specified in Point e, Clause 1, Article 2 commit to working in the Education sector in Nghe An after graduation and will be supported by the provincial budget for all training costs.
4. Attract intellectual contributions from talented experts, domestic and foreign scientists, and Ho Chi Minh Award winners
a) Agencies and units that need to attract intellectual contributions from talented experts, scientists at home and abroad, and those who have won the Ho Chi Minh Prize for their expertise or scientific research within their assigned functions and tasks will be permitted by the Provincial Party Committee and Provincial People's Committee to do so through attraction contracts. The expenditure limit for each attraction contract shall not exceed 150 million VND.
b) Every year, agencies and units in need are requested to submit to the Provincial Party Committee and the Provincial People's Committee for consideration and decision to allow the implementation of 1 attraction contract. In special cases where it is necessary to increase the number of attraction contracts, the agency or unit shall prepare a project and send it to the Provincial Science Council for appraisal and submit it to the Provincial Party Committee (for Party agencies, the Fatherland Front and socio-political organizations) or the Provincial People's Committee (for State administrative agencies and public service agencies) for consideration and decision, but not exceeding 3 attraction contracts/year.
Article 5. Industries and fields that need to attract high-quality human resources
1. Industries and fields that need to attract high-quality human resources must be those in which the province is in need of and lacking high-quality human resources.
2. Assign the Provincial People's Committee to review and synthesize the sectors and fields that the province needs and lacks to determine the need to attract high-quality human resources in the period of 2013-2018, report to the Standing Committee of the Provincial People's Council before making a decision; determine the annual implementation roadmap and widely publicize it in the mass media.
Article 6. Adding points in exams and recruitment of civil servants and public employees
The subjects specified in Clause 3, Article 2 will have 20 points added to the total score of the entrance exam or recruitment exam for civil servants and public employees organized periodically every year.
Article 7. Guaranteed funding
Funding for implementing the attraction policy is drawn from the provincial budget.
Article 8. Implementation
Assign the Provincial People's Committee to implement this Resolution.
Article 9. Entry into force
This Resolution was passed by the 16th Provincial People's Council, 9th session on July 17, 2013 and takes effect 10 days after the date of passage.
Abolish Resolution No. 316/2010/NQ-HDND dated July 10, 2010 of the Provincial People's Council on a number of policies for high-quality human resources in Party agencies, the Fatherland Front, State administration, public service, and socio-political organizations at all levels in Nghe An province.
