Support for collective economy and non-state enterprises

(Baonghean) - Nghe An Cooperative Union, formerly the Provisional Council of Non-State Enterprises, was established under Decision 2155 QD/UB, dated November 28, 1992 of Nghe An Provincial People's Committee, on the basis of merging the following agencies: Association of Small-scale Cooperatives; Association of Trading Cooperatives and Association of Transport Cooperatives. On September 13, 1995, implementing Notice 43 TB/TU dated May 20, 1995 of the Provincial Party Standing Committee, the Provincial People's Committee issued Decision No. 2423, changing the name to the Council of the Association of Cooperatives and Non-State Enterprises, to match the general name.
NIn the early days of its establishment, with many difficulties in terms of facilities and only 7 people in terms of human resources, and at the same time, in the context that the country was entering the initial stages of implementing the renovation process, under the direct leadership and direction of the Provincial Party Committee and the Provincial People's Committee, as well as the coordination of all levels, sectors and organizations, the Cooperative Union has strived to overcome difficulties, gradually overcome obstacles, and build an increasingly strong unit.
During the early period of establishment (1992-1995) and in the first term (1995-2000), the Council of the Union of Cooperatives and Non-State Enterprises started to stabilize the organization and apparatus, both performing tasks and preparing for the congress.
As a newly established organization with no practical experience and operating in an economy in transition to a new mechanism, LM HTX has overcome difficulties and completed key goals and tasks.
Notably, propagating and guiding the grassroots to implement the policies and laws of the Party and the State; regularly monitoring, grasping, analyzing and synthesizing the grassroots situation, advising on contents and topics serving the leadership and direction of the Provincial Party Committee and the Provincial People's Committee in developing cooperative economic forms and non-state enterprises; advising the Provincial People's Committee to issue practical regulations to support the development of the cooperative economic sector and non-state enterprises; advising the Provincial People's Committee to conduct a general survey to assess the current situation of cooperatives and non-state enterprises to serve the promulgation of policies to lead the development of the collective economy and non-state enterprises in the period of 2000-2005.
In addition, LM HTX also actively participated with central and local authorities to contribute ideas to the development of new documents, supplementing and amending the Law on Cooperatives. In addition, it has actively promoted and mobilized members, while implementing support policies, creating conditions for 20 member units to borrow preferential capital from the National Fund for Employment, with an amount of 3.7 billion VND; well implemented the work of training and fostering cadres, vocational training for workers and protecting the legitimate rights and interests of member units.

From 2011 to present, thoroughly implementing the spirit of the Resolution of the 11th National Party Congress and the 16th Provincial Party Congress, the activities of the Nghe An Provincial Cooperative Union aim to innovate, develop and improve the efficiency of the collective economy, making the collective economy a truly important economic component, contributing together with the state economy to increasingly become a solid foundation of the national economy, ensuring social security, stabilizing grassroots politics and contributing to the socio-economic development of the province. Developing the collective economy in the direction of diversifying types, especially new cooperative models. Encouraging the development of cooperative economic activities, cooperatives in sectors, fields and localities, with priority given to rural and mountainous areas. Developing the collective economy in association with economic restructuring, the new rural construction program and other national target programs in the whole province.
To achieve that goal, the Cooperative Union determined to better advise the Provincial Party Committee and the Provincial People's Committee in disseminating, propagating and organizing the implementation of resolutions and conclusions of the Central Committee and the Provincial Party Committee on the development of collective economy and cooperatives; advising on the deployment and implementation of the 2012 Cooperative Law and documents guiding the implementation of the law. The unit has helped all levels and sectors clearly define their roles and responsibilities in leading and directing the development of collective economy. Reviewing, advising on supplementing and promulgating mechanisms and policies on the development of cooperatives and other components in the collective economic sector.
Strengthening conditions to expand and improve production efficiency, business, and product brands of cooperatives and craft villages. Directing the development of cooperative models according to the law and sustainable production and business models.
Promote and improve the effectiveness of training staff for cooperatives and vocational training for workers. Innovate and improve the effectiveness of consulting and supporting cooperatives, especially for cooperative founders. Continue to consolidate, improve and improve the quality and effectiveness of the Provincial Cooperative Union's operations by clarifying the tasks and powers of the Executive Committee, the Standing Committee, the Standing Committee of the Union and the specialized agencies of the Provincial Cooperative Union.
Strengthen the relationship of coordination between the Provincial Cooperative Union and departments, branches, the Fatherland Front and unions, local Party committees and authorities in deploying and implementing the Party's resolutions and directives, and the State's policies and laws on the development of collective economy and craft villages.

To date, the province has 866 cooperatives, cooperative unions, more than 2,800 cooperative groups, 380 craft villages and 119 craft villages. The awareness of cadres and party members about the collective economy has been increasingly raised. Party committees and authorities at all levels have paid more attention and care to the activities and development of the collective economy, especially the cooperative sector and the handicraft and craft villages sector. Many new cooperatives have been established, operating in a variety of industries and fields.
The work of transforming the activities of cooperatives after the 2003 Law on Cooperatives was basically completed. The production and business activities of cooperatives and grassroots People's Credit Funds have been increasingly expanded, developed and achieved good results. The indicators of economic value, budget collection, job creation, and income increase for members and workers have increased annually. The collective economy has gradually affirmed itself as an important factor contributing to socio-economic development, stabilizing grassroots politics and ensuring social security in the province.
After 20 years of establishment and development, Nghe An Cooperative Union has affirmed its important role as an economic and social organization with the task of representing and supporting the collective economy and non-state enterprises of the province. In recognition of these achievements, the Provincial Cooperative Union was awarded the Third Class Labor Medal and Second Class Labor Medal by the Party and State; a certificate of merit and an excellent emulation flag by the Prime Minister; an excellent emulation flag and many certificates of merit in emulation movements by the Vietnam Cooperative Union and the Provincial People's Committee.
Many individuals were awarded the Labor Medal, Certificate of Merit from the Prime Minister, Certificate of Merit from the Vietnam Cooperative Alliance and the People's Committee of Nghe An province. Many collectives and individuals of member units were awarded the Labor Medal, Certificate of Merit, Emulation Flag from the Prime Minister, Certificate of Merit from the Vietnam Cooperative Alliance, the Provincial People's Committee and the title of Excellent Director.
