Ho Chi Minh City Social Security replied:
In case the health insurance card is temporarily withheld due to lending it to someone else for medical examination and treatment, the card will be returned after paying the administrative fine. Specifically, the fine is as follows:
+ From 500,000 VND to 1 million VND for violations that have not caused damage to the health insurance fund;
+ 1-2 million VND for violations causing damage to the health insurance fund.
In addition, the person whose card is temporarily withheld must take remedial measures (if any):
+ Force to return the amount paid by the health insurance fund to the health insurance fund's collection account.
+ Require health insurance card users to repay all medical examination and treatment costs paid by the health insurance fund to the health insurance fund's collection account.
