Allowing to extend the disbursement of capital for 3 National Target Programs in 2023 to 2024
(Baonghean.vn) - To ensure the effectiveness of State investment capital sources in socio-economic development and overcome difficulties in disbursing public investment capital in 2023 for National Target Programs, the National Assembly has agreed to extend the disbursement of capital in 2023 to 2024.
Nghe An Provincial People's Committee has just issued Official Dispatch No. 4455/UBND-KT dated February 28, 2024 on extending the implementation and disbursement period to 2024 of projects under the Socio-Economic Recovery and Development Program and 3 National Target Programs.
Accordingly, implementing Resolution No. 20/NQ-CP dated February 5, 2024 on the regular Government meeting in January 2024, in order to promote the effective use of capital of the National Target Programs, the People's Committee of Nghe An province requests the Provincial State Treasury, the State Treasury of districts, cities, towns and investors to urgently carry out procedures to transfer the permitted extended capital source of the Socio-economic Recovery and Development Program, and 3 National Target Programs to 2024 according to regulations.

Require investors to focus on accelerating project construction and disbursement progress, ensuring that all permitted extended capital sources of the programs are disbursed by December 31, 2024.
The permission to extend the disbursement time of public investment capital was issued based on resolutions of the National Assembly and the regular meeting of the Government that just took place.
Specifically, at the 6th session of the 15th National Assembly, the National Assembly resolved: "Allowing the extension of the implementation period and disbursement of investment capital from the state budget allocated for projects under the Socio-Economic Recovery and Development Program until December 31, 2024".
In Resolution No. 104/2023/QH15 dated November 10, 2023 of the National Assembly on the state budget estimate for 2024, the National Assembly resolved to "Allow the transfer of the state budget estimate to implement the 3 National Target Programs in 2023 (including development investment capital, regular expenses of the central budget and local budget) to 2024 for continued implementation".
In Resolution No. 108/2023/QH15 dated November 29, 2023 of the National Assembly on thematic supervision of "Implementation of the National Assembly's resolutions on the National Target Programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period", the National Assembly allowed the state budget capital in 2022 (including the capital in 2021 transferred to 2022) that has not been fully disbursed in 2023 to be extended to 2024.
