The Government has just issued a Decree supplementing a number of provisions on the management and protection of road traffic infrastructure. Notably, there is permission to temporarily use a part of the roadway and sidewalk (abbreviated as sidewalk) for parking and parking with a fee.
Accordingly, the location of the car parking business must not be on the national highway passing through the urban area; The remaining roadway is for vehicles with a width enough for 2 lanes of motor vehicles and 1 lane of non-motorized vehicles for one direction; The remaining sidewalk for pedestrians has a minimum width of 1.5 m.
Also in this Decree, the Government added some regulations on the time allowed to temporarily use a part of the sidewalk for non-traffic purposes. Specifically, the temporary use of the sidewalk to organize weddings, funerals and parking lots for weddings and funerals of households must be notified to the People's Committee of the local commune and must not exceed 48 hours, and in special cases of funerals, it must not exceed 72 hours.
The Decree also stipulates that the dissemination of the Party's guidelines, policies and laws must not exceed 30 days, except in cases where it is approved by the Ministry of Transport (for national highways) or the Provincial People's Committee (for local roads)...
This Decree takes effect from October 20, 2013. In cases where a temporary sidewalk use permit has been granted but by October 20 it has not met the conditions, it may continue to operate for a maximum of 30 days, after which the sidewalk must be restored to its original condition./.
