Comment on draft support mechanism in agriculture, health and infrastructure of particularly disadvantaged communes
(Baonghean.vn) -Continuing the thematic meeting, on the afternoon of June 7, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the review and gave opinions on the Draft Resolutions of the Provincial People's Council.
According to Decree 42/2012/ND-CP on management and use of rice land, every year during the stable periods from 2012 to 2015, the central budget will provide additional support of 500,000 VND/ha/year for land specializing in rice cultivation; support of 100,000 VND/ha/year for other rice land, except for newly developed upland rice not according to planning.
Deputy Director of the Department of Agriculture and Rural Development presented mechanisms to support rice production.
The Decree also stipulates that 70% of the above funds are for construction, maintenance and repair of infrastructure works in rice production areas, with priority given to canals and intra-field traffic works. Accordingly, in highland areas, 100% of the funding is for the works; in lowland districts, it is 70% and in plain districts, it is 50%.
The leaders of the Department of Health presented plans to support the construction and upgrading of commune health stations.
Regarding the draft Resolution of the Provincial People's Council on increasing investment in building new and upgrading medical station facilities in the 2013-2015 period, the health sector's report proposed investing in building 26 commune medical stations, upgrading and maintaining 66 degraded medical stations in the area and supporting equipment for 118 other commune stations.
Draft Resolution of the Provincial People's Council amending and supplementing Resolution No. 268/2009/NQ-HDND on policies to support investment in building infrastructure for small industrial parks in the province. According to the assessment of the Department of Industry and Trade, after a period of planning and operation, many small industrial parks have not completed their infrastructure, and water supply and waste treatment systems have not been given attention. Therefore, support to promote the effective operation of small industrial parks is an urgent and long-term issue.
Regarding the assessment of criteria for allocating capital for projects supporting infrastructure development in extremely disadvantaged communes, villages and hamlets according to Decision No. 551/QD-TTg dated April 4, 2013 of the Prime Minister approving Program 135 on supporting infrastructure investment, supporting production development for extremely disadvantaged communes, border communes, safe zone communes, extremely disadvantaged villages and hamlets, the Provincial Ethnic Committee advocates developing criteria for allocating capital to communes, villages and hamlets under Program 135 according to the level of difficulty as a basis for developing plans and allocating capital annually.
After representatives of the departments and agencies gave their comments, Chairman of the Provincial People's Committee Nguyen Xuan Duong concluded and directed the Departments of Agriculture and Rural Development, Health, Industry and Trade, and the Provincial Ethnic Committee to supplement and complete the documents to submit to the Provincial People's Council in the next session. Regarding the content of some incentive and preferential policies for the development of public passenger transport by bus in the province, the Provincial People's Committee assigned the Department of Transport to take the lead in implementing.
