Comments on the project to establish an Energy Conservation Center

(Baonghean.vn) - On the afternoon of April 7, the People's Committee of Nghe An province held a meeting to collect opinions on the project to establish an energy saving center. Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee chaired the meeting.

The establishment of the energy saving center comes from the actual situation and the reorganization of the energy project management board under the Department of Industry and Trade and the energy saving department under the Center for Industrial Promotion and Development Consulting. After its establishment, the Nghe An Energy Saving Center will be the unit in charge of organizing energy saving activities in the province, helping organizations, businesses, and individuals in and around the province to organize energy saving activities, contributing to promoting the National Energy Saving Target Program.

Nghe An Energy Conservation Center is a public service unit under the Department of Industry and Trade established by the Provincial People's Committee, an independent accounting unit, with legal status and a seal for transactions. After its establishment, the Department of Industry and Trade's payroll did not increase, the Center used the Department's civil servant payroll allocated to the Energy Project Management Board and received additional payroll from the Energy Conservation Department under the Center for Industrial Promotion and Development Consulting.

After listening to comments from representatives of several relevant departments, in his concluding remarks at the meeting, comrade Huynh Thanh Dien emphasized that the project document needs to be more concise and clear, clarifying the necessity of establishing the center, clarifying the financial mechanism and operating mechanism. Regarding the organizational structure and human resources, 7 people from the Department of Industry and Trade and its affiliated units will be separated for the immediate future. After the project is completed and approved, through the regular meeting of the Provincial People's Committee in April, it will be decided to establish in the second quarter of 2015.
