Selecting the optimal plan for North-South high-speed railway projects
(Baonghean.vn) -This afternoon, July 23, at the Nghe An Department of Transport, the Vietnam Railways - Japan International Cooperation Agency (JICA) organized a workshop on Research and Project Development for North-South High-Speed Railway Projects. Attending the workshop were Mr. Tran Quoc Dong, Deputy General Director of Vietnam Railways. On the Nghe An side, there were Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee and representatives of a number of provincial departments, branches and sectors.
The North-South High-Speed Railway Project is expected to become a driving force for further economic development. The Vietnamese Government intends to implement this mega-project with the support of Japan. At the request of the Vietnamese Government, the Japanese Government continues to provide technical assistance through JiCa to conduct the “Study on Project Establishment for High-Speed Railway Projects for the Hanoi-Vinh and Ho Chi Minh City-Nha Trang Sections”. This project aims to study the development of the North-South High-Speed Railway, analyze development scenarios, propose optimal planning, and develop an implementation plan for the North-South High-Speed Railway Project among relevant parties.
Comrade Huynh Thanh Dien expressed the province's viewpoint on selection.
Speaking at the workshop, comrade Huynh Thanh Dien emphasized: the passenger traffic on the Vinh-Hanoi route is very large, although the frequency of roads, airways, and railways has been increased, it still does not meet the travel needs of the people. Due to the large number of people participating in traffic, traffic jams and accidents occur on National Highway 1A. Based on the goal of building Vinh City into a pole of economic development on the east-west corridor, creating momentum for socio-economic, cultural, and tourism development of the locality, the construction of the route is the desire of the province. In the spirit of cooperation, the province will create all favorable conditions, coordinate with JiCa Group to survey, evaluate, and research options so that the project can be completed and put into operation soon. The province wishes to establish a new high-speed railway, not to renovate the old railway because the old railway passes through many residential areas, related to site clearance and compensation, which is very costly.
At the workshop, delegates discussed and evaluated the construction options for the railway section through Nghe An. Nghe An province's viewpoint among the 3 options that JiCa has developed is the station location option: within the city area, route direction: West of National Highway 1A and the current railway. According to this option, it does not affect the planning of projects approved by the Government, the amount of land acquisition is small, and the impact on social issues is minimal. The province requested JiCa Group to send technical staff to conduct a field survey, the province will send technical staff to participate in choosing the most optimal option to establish the project./.
