Our Party has identified corruption as one of the four major threats to the country, considered a national disaster, becoming a serious disease, and corrupt people are like "super germs" that are gnawing and hollowing out the "body" of the nation day and night, hindering the country's development, damaging the Party's prestige, the State's reputation, eroding the people's trust and threatening the survival of the regime. The purpose of fighting corruption is not only to punish, but also to prevent.

To prevent corruption, it is necessary to perfect legal institutions; promote the role and responsibility of all people and the entire political system; promote the spirit of self-criticism and criticism, and the exemplary role of cadres and party members; attach importance to the education, training and self-cultivation of cadres and civil servants; transparently declare real estate assets and business establishments; create conditions for the masses to manage and supervise the formation of new assets; promote the role of newspapers, radio and television...

The fight against corruption - against the "internal invaders" must be resolute and persistent in implementing synchronous solutions to be effective. The resoluteness and synchronization in handling corruption must be a close coordination from the Central to the local level in all fields. In investigating and handling cases, members of the specialized anti-corruption force (temporarily called the special task force) must operate completely independently from the Party and local government agencies. If the leader only handles corruption cases "internally", it is certainly "impossible" to find the root cause of the corruption problem; or if we only pay attention to the past achievements and merits of the subject, it will be difficult for the corrupt to be exposed. Finally, if there are not many clean people (with the same will) with the country and the people, it is impossible to quickly and effectively resolve corruption cases.

The fight against corruption is testing the political mettle and practical leadership ability of our Party. It is a manifestation of the Party's will and the people's heart. It is a battle against "internal invasion" of the magnitude of a great battle of the entire Party and the entire people, silently but extremely fiercely. The prestige of the Party, the vitality of the renovation process, the strength of the regime, and the future of the country depend on the outcome of this uncompromising battle. If the Party Committee closely directs, the government resolutely organizes effective implementation, Party members and cadres set an example, the people support, and the entire political system joins in, then no matter how difficult the task is, it can be done.
