Preventing loss of revenue in collecting registration fees for cars and motorbikes

(Baonghean.vn) -Continuing to monitor the implementation of the Provincial People's Council's Resolutions on the collection and use of a number of fees and charges, on the afternoon of March 31, the Provincial People's Council's Economic - Social Committee led by Mr. Tran Quoc Chung - Deputy Head of the Economic - Budget Committee had a meeting with the Nghe An Tax Department.

Overview of the work

Currently, Nghe An Tax Department is collecting registration fees for cars with less than 10 seats according to Resolution No. 29/2011/NQ-HDND dated December 9, 2011 of the Provincial People's Council with the first registration fee being 10% and the second registration fee being 2%. Accordingly, the collection results in 2013 - 2014, the total number of registration fees paid was 13,461 times, the amount of registration fees paid was 459,116 million VND. In addition, Nghe An Tax Department also collects registration fees for motorbikes and other types of cars with a total of 832,342 times of registration fees paid with a total amount of registration fees paid of 560,012 million VND.

According to the report of the Provincial Tax Department, the collection of registration fees for first-time registered vehicles is carried out quite seriously, however, for vehicles that are transferred (registration for the second time) with a fee of 2%, they have not been collected in full but the Tax Department has not been able to control them because the vehicle owners transfer the ownership themselves without going through the tax authority. On the other hand, many new types of cars and motorbikes continuously appear on the market, prices change frequently, requiring the determination of prices to calculate registration fees to be updated and supplemented promptly. However, the consultation of the Provincial People's Committee to issue a supplementary price list must be carried out in accordance with the process of issuing legal documents, so it does not ensure the prescribed time. Based on that reality, the Tax Department recommends that periodically when new types of vehicles arise, the prices change compared to the price list issued by the Provincial People's Committee, the Provincial People's Committee authorizes the Director of the Tax Department to issue a revised and supplementary price list and report to the Provincial People's Committee for timely application.

At the meeting, the monitoring team requested the Nghe An Tax Department to clarify the process and basis for establishing unit prices for new vehicles appearing on the market; special imported vehicles; and how to determine prices for used vehicles registered for the second time or more. The monitoring team also emphasized that the consultation on price adjustment for new vehicle models must adhere to the Government's Decree, ensuring that it satisfies the people and collects taxes for the State, preventing tax losses.
