Fighting negativity in vehicle inspection

(Baonghean) -Implementing Directive No. 08/CT-TTg dated April 12, 2014 of the Prime Minister on urgent solutions to improve quality and combat negativity in vehicle inspection, on May 7, 2014, the Provincial People's Committee issued Official Dispatch No. 2903/UBND-GT assigning relevant departments, branches and units to urgently implement the following tasks:

1. Department of Transport:

- Take the lead in coordinating with relevant agencies to organize inspections of vehicle inspection work at the Road Motor Vehicle Inspection Station managed by the Department and socialized inspection centers. Strictly handle violations, resolutely suspend the operation of inspection centers that seriously violate professional and technical work, suspend positions to conduct investigations against officials and civil servants who show signs of assisting or condoning inspection centers that violate regulations or allow negative harassment to occur.

- Direct the inspection centers to strengthen professional training, political education, ideology, and professional ethics; rotate and arrange cadres, inspectors, and professional staff appropriately to prevent negative acts of harassment in inspection work; closely monitor the daily activities of the unit; improve the camera surveillance system, and transmit data from the inspection station to the Vietnam Register.

- Publicize a 24/7 hotline to receive and handle negative feedback from inspection centers on the Department of Transport's electronic information portal.

2. Provincial Police:

- Direct the Investigation Police force to coordinate with the Department of Transport to investigate and strictly handle organizations and individuals who violate the law in vehicle inspection;

- Direct subordinate units, city, district and town police to strengthen patrols in the areas where inspection stations are located; assign officers to work directly with inspection centers in the area to have plans to protect security and order at the inspection centers and the safety of officers working at the inspection centers.

3. Department of Information and Communications, Nghe An Radio and Television Station, Nghe An Newspaper:

- Coordinate with the province's socio-political organizations to promote propaganda and mobilization of vehicle owners and drivers to strictly comply with regulations on vehicle registration and inspection, for their own safety and that of the community.

- Organize the production of investigative reports, news articles, and special topics focusing on some key contents about vehicle inspection activities.

4. Provincial Traffic Safety Committee:

Take the lead in coordinating with Nghe An Radio and Television Station, Nghe An Newspaper, and media agencies to organize a campaign to disseminate and educate on the law on technical safety and environmental protection inspection of transport vehicles. At the same time, coordinate with the Transport Association to disseminate legal regulations on inspection to organizations and individuals involved in the design, manufacture of vehicles and transport business activities, vehicle owners, drivers, and relevant legal regulations to ensure technical safety of vehicles and prevent harassment and negative acts in inspection work in the area.
