Actively stabilize the Tet market
(Baonghean) - In order to ensure sufficient reserves of goods to serve people's consumption needs and contribute to stabilizing market prices during Tet in the area, the Provincial People's Committee has issued Decision 6930/QD-UBND-TM on reserving essential goods for the 2015 Lunar New Year. This is a policy to ensure balance between supply and demand of goods in the provincial market, avoiding shortages of goods for Tet.
According to Decision 6930, the Provincial People's Committee assigned 4 enterprises: Duc Thanh Trading & Service Co., Ltd., Nghe An Agricultural Products and Food Co., Ltd., Huu Nghi Joint Stock Company, Vietnam - Laos Economic Cooperation Investment Joint Stock Company to reserve some essential goods to stabilize the market during the Lunar New Year 2015, including: 60 tons of sticky rice, 1,100 tons of rice, 400,000 liters of cooking oil, with a total value of 26.1 billion VND in reserve goods. Enterprises are supported with 100% interest rate of bank loans to buy reserve goods from December 15, 2014 to March 15, 2015. Currently, enterprises have registered price stabilization points of sale at 11 fixed points and 4 mobile vehicles to sell in districts, cities and towns in the province. Price stabilization goods ensure quality, origin, food hygiene and safety, and fully comply with regulations on product labeling and listed prices. At the same time, businesses commit to selling prices 5% - 10% lower than the prices of similar products on the market.

It is worth mentioning that, in addition to the reserve amount assigned by the Provincial People's Committee, with their own capital, businesses have proactively reserved twice the amount of essential goods assigned to reserve and reserved many other essential items in addition to the assigned items, and deployed them for sale at price stabilization points with suitable prices and guaranteed quality.
Ms. Vo Thi An - Deputy Director of the Department of Industry and Trade said: In addition to businesses participating in the program receiving interest rate support, the Provincial People's Committee encourages businesses in the area to register to participate in the program, such as BigC supermarket, Metro to register to reserve focusing on food groups, fresh food, technological products... Specifically: reserve 500 tons of rice worth 4,500 million VND, 100,000 liters of cooking oil worth 3,650 million VND, 350 tons of sugar worth more than 4,000 million VND.... At the same time, commit to always abundant supply, stable selling prices of essential goods in the days before and after Tet, even though purchasing power increases, concentrated in some items such as: Fresh food (beef, chicken, vegetables, fruits...), technological products (cakes, candies, beer, alcohol, soft drinks...); Mountainous Development Investment and Trading Joint Stock Company registered to stockpile goods such as rice, salt, kerosene, sugar... to supply mountainous districts, remote areas of the province.
With favorable traffic conditions, along with a network of more than 370 markets of all kinds, 26 general and specialized supermarkets and more than 80,000 small retail stores in all regions of the province, in general, the supply of goods for people in districts, cities and towns in the whole province is relatively guaranteed. The total amount of goods stored in supermarkets, shopping centers, retail stores and markets in the whole province is estimated at about 600 - 700 billion VND.
In parallel with the work of preparing goods well for Tet, the Department of Industry and Trade has directed the Market Management Department to coordinate with relevant agencies to develop and implement a plan to inspect and control the market to detect and strictly handle violations of the law such as: speculation, hoarding, trading in prohibited goods, smuggled goods, fake goods, goods without invoices, documents, unknown origin, no labels, not ensuring food safety, etc. Coordinate with relevant agencies to inspect and control the implementation of legal regulations on prices related to market stabilization goods. Organize inspections and strictly handle violations in accordance with current legal regulations, etc.
According to general assessment, the price market during the Lunar New Year 2015 in the province will have little fluctuation, due to the abundant supply of goods, diverse in variety, while purchasing power is low. In particular, in the last months of the year, many items continuously decrease in price such as: gasoline, gas... causing the price index of many items to decrease. Particularly, some fresh products, food technology may increase in price during the Tet holiday, but the increase will not be high compared to previous years.
Currently, although businesses in the province have applied many promotional programs (increased by 30% compared to the same period) to stimulate demand in many forms such as: Giving gifts, giving goods, shocking discounts, lucky draws during golden hours, lucky draws every week... but purchasing power has not improved. It is forecasted that purchasing power during the Lunar New Year this year will only increase by about 10% compared to normal months of the year. However, according to the rules of previous years, some items with high consumer demand during Tet will have price fluctuations. Therefore, the work of ensuring the supply of goods and stabilizing the market during Tet has been focused on and proactively implemented by the Provincial People's Committee, all levels, sectors and traders in the province to avoid speculation, hoarding, and sudden price increases when demand increases.
