On July 29, 2011, at the Office of the People's Committee of Nghe An province, comrade Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired an urgent meeting to direct the prevention, control and response to storm No. 3 (Nock-ten). Attending the meeting were: Vice Chairmen of the Provincial People's Committee, representatives of the Provincial Party Committee Office, Provincial People's Committee Office, members of the Provincial Flood and Storm Prevention - Search and Rescue Command Committee, Irrigation Sub-Department, and Sub-Department of Exploitation and Protection of Aquatic Resources of Nghe An province.
After listening to the Provincial Steering Committee for Flood and Storm Prevention and Control report on the implementation of storm prevention and control work No. 3, assessment of the storm's developments and the potential impact on floods and post-storm circulation; opinions of sectors and members of the Steering Committee for Flood and Storm Prevention and Control, Chairman of the Provincial People's Committee Ho Duc Phoc concluded as follows:
According to the forecast of the North Central Region Hydrometeorological Station, storm No. 3 is strong, has complex developments, and is likely to make landfall directly in Nghe An province on the night of July 30, 2011. To proactively prevent, respond, and minimize damage caused by the storm, it is required to:
1. Provincial departments, branches, sectors, People's Committees of districts, cities and towns shall seriously implement Official Dispatch No. 20/CD-UBND.NN dated July 28, 2011 and Official Dispatch No. 21/CD-UBND.NN dated July 29, 2011 of the Provincial People's Committee.
2. Members of the Provincial Steering Committee for Flood and Storm Prevention and Control, as assigned in Decision No. 1054/QD-UBND.NN and 1054/QD-UBND.NN dated April 5, 2011 of the Provincial People's Committee, immediately after the meeting (afternoon of July 29), went to the localities to coordinate with the People's Committees of the localities to direct the prevention of storm No. 3.
3. Assign Vinh City People's Committee to urgently organize the evacuation of households in houses C8 and C9, Quang Trung ward to a safe place, to be completed before 6:00 p.m. on July 30, 2011.
4. Supplement and assign direction for storm prevention and control No. 3 as follows:
- Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee: In addition to the general direction of the Provincial Steering Committee for Disaster Prevention and Control, he directly directs Dien Chau district.
- Comrade Tran Huu Tien - Deputy Director of the Department of Agriculture and Rural Development directed Dien Chau district.
- Comrade Huynh Thanh Dien: Directed Vinh City People's Committee to prevent storms and directed the evacuation of households in houses C8 and C9, Quang Trung ward.
- Comrade Ho Ngoc Sy - Deputy Director of the Department of Agriculture and Rural Development directed Nghi Loc district.
- Comrade Nguyen Xuan Lam - Director of Provincial Police directed Ky Son district.
- Comrade Nguyen Tho Canh - Director and Comrade Tran Huu Luc - Deputy Director of the Department of Agriculture and Rural Development: In addition to assigned tasks, direct units and localities to ensure the safety of reservoirs and key dikes.
Request members of the Provincial Steering Committee for Flood and Storm Prevention and Control, provincial departments, branches and relevant agencies to immediately deploy the above contents, regularly and promptly inform the Standing Office of the Provincial Steering Committee for Flood and Storm Prevention and Control and the Provincial People's Committee for handling.
