To proactively cope with storm No. 3, the Chairman of the People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue requests the Chairman of the People's Committee, Head of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of districts, cities and towns; the Provincial Military Command, the Provincial Border Guard Command; Directors of departments, heads of provincial-level agencies, directors of irrigation and hydropower companies and related units to urgently implement the following contents:
1.Strictly implement Official Dispatch No. 19/CD-TW dated August 16, 2016 of the Central Steering Committee on Natural Disaster Prevention and Control and Official Dispatch No. 09/CD-BCHPCTT&TKCN dated August 16, 2016 and No. 10/CD-BCHPCTT&TKCN dated August 17, 2016 of the Provincial Steering Committee for Natural Disaster Prevention and Control and TKCN.
2. People's Committees of coastal districts and towns: By all means, call on ships operating at sea to find safe shelters, coordinate with border guards, fisheries sector and ship owners to immediately guide ships to move to safe storm shelters; closely inspect ships going out to sea, organize anchoring for ships in storm shelters, do not leave people on ships and boats during storms, ships must be carefully tied up. Direct business owners and aquaculture households to proactively harvest before storms, and at the same time take measures to protect cages, rafts and aquaculture areas that are not yet ready for harvest.
3. Check and review plans, be ready to evacuate residents in low-lying coastal areas, river mouths, downstream areas of reservoirs, and areas at high risk of flash floods and landslides to ensure safety of people and property.
4. Check locations that are often flooded at culverts, spillways, ferry piers across streams, locations where landslides often occur, be ready to send guards to put up warning signs, and keep people and vehicles from passing through during floods, and have measures ready to ensure traffic safety.
5. Implement measures to ensure the safety of dam and dike works. Direct households to organize shifts, monitor water levels and flow to the lake; Patrol, guard, prepare forces, materials and means to handle the first hour when a situation occurs. Proactively operate water discharge according to regulations to ensure the safety of works and increase flood control efficiency, while limiting impacts and damage to downstream areas.
6. Irrigation companies coordinate with the People's Committees of districts to deploy drainage plans, clear drainage axes, be ready to operate drainage sluices and pumping stations, and proactively drain water to prevent heavy rains from causing flooding.
7. Standing rescue agencies (Provincial Military Command, Provincial Border Guard Command, etc.) maintain rescue forces and means to be ready to respond when requested.
8. Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and mass media agencies increase the time to regularly report on the storm's developments and instructions from authorities so that people know and proactively take precautions.
9. Be on duty 24/7 to monitor the storm's developments, proactively direct and respond to possible bad situations. Regularly report on rain, storm, flood and incidents to the Provincial People's Committee, through the Standing Office of the Provincial Flood and Storm Prevention and Search and Rescue Command Committee for timely handling.
