Reporter:Dear comrade, in the 2010-2015 term, the Nghe An Border Guard Party Committee led the entire force and coordinated with sectors, localities and people to maintain the country's borders and achieved many achievements in mass mobilization work, helping people develop the economy and society. Could you tell us about the outstanding results that the Provincial Border Guard (BĐBP) has strived to achieve?

Colonel Nguyen Van Tuy:Outstanding results of Nghe An Border Guard implementing the Resolution of the 9th Congress, term 2010-2015 are as follows:

The unit has done a good job of grasping, assessing, concluding, and forecasting the situation, especially in key and sensitive areas. On that basis, it has actively advised the Party Committee, the Border Guard Command, the Provincial Party Committee, and the Provincial People's Committee on policies and measures to build, manage, protect the border, and build a strong people's border defense.

In border management and protection, we have proactively coordinated closely with local Party committees, authorities and forces to patrol and control the border and sea areas, promptly detect and handle incidents; coordinated with Laos to properly resolve issues related to both sides of the border, ensuring the maintenance of territorial sovereignty.

In the fight against all types of crime, 37 projects were successfully launched, including 1 political project, 36 drug projects, with over 151 heroin bars, money, weapons and many other types of drugs seized; in the fight against human trafficking, 49 victims were safely rescued. Thereby, contributing to maintaining security and order, preventing hot spots from occurring in the area.

Nghe An Border Guard also actively participates in consolidating political bases and developing socio-economics in border and coastal communes; notably helping 3 poor communes as assigned by the Provincial People's Committee to achieve good results.

Border diplomacy and people's diplomacy have been expanded and deepened, notably implementing the signing of agreements with 18 pairs of villages on both sides of the border, 6 border posts with 6 border protection units of Laos. Thereby contributing to deepening the special solidarity and friendship with 3 neighboring provinces of Laos.

Directing the implementation of political education and military training well, the political quality, qualifications and combat readiness of officers and soldiers have been increasingly improved. From 2010 to now, Nghe An Border Guard has been recognized by the Ministry of National Defense for 3 years of excellent training and 2 years of fair training; in participating in political competitions and military sports competitions, they have all achieved high prizes. Party building work has many positive changes, the leadership capacity, fighting strength of Party committees, Party organizations, the quality of cadres and Party members have been increasingly improved, the internal solidarity and unity are always maintained. Through the annual assessment and classification of Party organizations, over 80% have achieved the title of Strong Party Organization, no weak Party organizations, 94.5% of Party members have annually completed their tasks excellently and well, the Party Committee has been classified as strong by the Provincial Party Committee for 5 consecutive years.

With its achievements, in 2013, Nghe An Provincial Border Guard was honored to be awarded the title Hero of the Armed Forces for the second time by the Party and State.

Reporter:So can you tell us about the limitations and weaknesses in the past term that the Provincial Border Guard Party Committee has assessed?

Colonel Nguyen Van Tuy:In addition to the achieved results, there are still some shortcomings that need to be focused on overcoming in the coming term, namely: The work of grasping the situation is not deep enough; in border management, there are still loopholes at times and in some places; the effectiveness of the fight against smuggling and trade fraud is sometimes not commensurate with the situation. The quality of building a strong and comprehensive unit is not high; the management and operation capacity of a few commanders of grassroots units is not up to the task requirements. The leadership capacity and fighting strength of a number of Party committees and organizations, especially some Party cells directly under the grassroots level, are still limited.

Reporter:In the process of implementing the goals of the Party's term, what lessons have been drawn from the Provincial Border Guard Party Committee to apply in practice in the coming period, comrade?

Colonel Nguyen Van Tuy:From the practical implementation of the Resolution of the 9th Congress, we have drawn the following experiences:

Firstly, regularly do a good job of political and ideological education, clearly define the roles and responsibilities of each individual and unit, thoroughly grasp and grasp the Party's viewpoints, thoughts and policies, the State's laws and policies, and superiors' guidance on national defense and security tasks and border work.

Second, take care to build the all-people border defense and the all-people border defense posture associated with building the all-people national defense posture and the people's security posture increasingly stronger, promote the core specialized role of the Border Guard, the combined strength of all levels, sectors, forces and the masses in managing and protecting the sovereignty and security of borders and sea areas.

Third, closely combine the task of managing and protecting border sovereignty and security with participating in building and consolidating grassroots politics, national defense and security, and developing the economy, culture and society to build increasingly strong border communes.

Fourth, expand democracy, pay attention to building internal solidarity, focus on improving the leadership capacity and fighting strength of Party committees and organizations, and effectively implement the Party's leadership and command mechanism for management and operation units. Attach importance to the inspection and supervision work of Party committees and inspection committees at all levels, promote the role of mass organizations and military councils in participating in Party building and unit building, and take care of building VMTD units, party organizations of the CPV and mass organizations of the VMXS.

Colonel Nguyen Van Tuy:The general direction and goal is to focus on improving the leadership capacity and fighting strength of the Party Committee; building Nghe An Border Guard to be comprehensively strong, promoting its core role in building a strong people's border defense; firmly protecting national sovereignty and border security, maintaining political stability, social order and safety in the area under its management, building a peaceful and friendly border to serve the task of socio-economic development of the province.

About the mission:

Proactively grasp and accurately forecast the situation, promptly advise the Provincial Party Committee, Provincial People's Committee and Border Guard Command to propose policies and measures to effectively carry out the tasks of building, managing and protecting national sovereignty and border security, the system of border signs and border markers.

Effectively combat sabotage activities of hostile forces, crimes that violate national security and social order and safety in border areas and coastal areas.

Do a good job in border diplomacy and people's diplomacy, build a peaceful and friendly border, and a special solidarity relationship with the three provinces of Hua Phan, Xieng Khouang and Bolikhamxay of Laos.

Enhance the role and effectiveness of the provincial Border Guard in participating in building and consolidating the grassroots political system, developing the economy, culture and society, building a mass movement to participate in border protection, and building a comprehensively strong border commune.

Improve combat readiness, actively participate in flood and storm prevention, search and rescue, and help people overcome the consequences of natural disasters.

About the solution:

Thoroughly grasp and concretize the effective implementation of the Party and State's policies and the superior's guiding ideology on national defense and security in general and border work in particular. Strengthen the work of grasping, assessing, concluding, and handling the situation accurately and promptly to avoid being passive and surprised, on that basis, proactively advise and propose to the superior policies and countermeasures in building, managing, and protecting borders and sea areas in the new situation.

Improve the quality and effectiveness of propaganda and mobilization work to mobilize the masses to participate in protecting sovereignty and security of borders and seas. Direct grassroots units to actively participate in building political bases and developing socio-economy; summarize and draw experiences to replicate the model to help people develop household economy.

Strictly manage people and vehicles entering and exiting the country, entering and exiting warehouses at ports and border gates, people, vehicles and goods entering and exiting border areas; continue to promote administrative reform in the management, inspection and control of entry and exit.

The leaders have carried out border diplomacy well and expanded people-to-people diplomacy. Advised the province on policies to help Laos with material support, training and fostering cadres; promoted twinning movements between residential areas (villages - villages) on both sides of the border and the twinning program between mountain border posts and border protection units of 3 provinces of Laos.
