(Baonghean.vn) -On the morning of March 15, the Provincial People's Committee held a conference to review flood and storm prevention, search and rescue work in 2013 and deploy tasks for 2014.

Attending the Conference were comrades: Tran Khac Bang, Deputy Chief of Staff of Military Region 4, Dinh Viet Hong, Vice Chairman of the Provincial People's Committee - Head of the Provincial Flood and Storm Prevention and Search and Rescue Committee, leaders of provincial departments, branches, and sectors, the Provincial Military Command, and leaders of the People's Committees of districts and cities in the province.

In 2013, the natural disaster situation was complicated and unpredictable. The storm season appeared earlier than the average of many years. By the end of November 2013, there were 14 storms and 5 tropical depressions operating in the East Sea, of which 8 storms and 1 tropical depression directly affected Vietnam. The total number of storms and tropical depressions in the East Sea was equivalent to the historical year 1964 and more than the average of many years, including 3 strong and super strong storms.

Natural disasters and floods in 2013 killed 30 people and injured 5 people. Damage to property and infrastructure was estimated at 2,789.7 billion VND. Of which, storm No. 2 killed 3 people, injured 1 person, damage to property and infrastructure was estimated at 286.5 billion VND; storm No. 8 killed 16 people, damage to property and infrastructure was estimated at 392.1 billion VND; storm No. 10 killed 4 people, injured 2 people, damage to property and infrastructure was estimated at 1,279.7 billion VND (of which Hoang Mai town suffered about 836.0 billion VND); storm No. 11 killed 2 people, damage to property and infrastructure was estimated at 412.2 billion VND; tornadoes, hail, and lightning killed 5 people and injured 2 people.

In addition, 23 accidents occurred in the waters of Nghe An province, sinking and severely damaging 31 boats, killing or leaving 30 people missing, and seriously injuring 12 people.

Faced with the complicated situation of natural disasters, storms and floods, the Provincial Flood and Storm Prevention and Search and Rescue Command has made efforts to deploy prevention and response plans. Before the storms and floods, the Provincial People's Committee strictly followed the telegrams of the Prime Minister, the Central Steering Committee for Flood and Storm Prevention and Control, the National Committee for Search and Rescue, assigned the Provincial Steering Committee for Flood and Storm Prevention and Control, Departments, Branches, People's Committees of districts, cities and towns, armed forces and units to immediately deploy response plans to storms and floods. The province issued 59 telegrams to direct and call on 4,012 boats of all kinds and 23,128 fishermen at sea from Quynh Luu district, Hoang Mai town, Dien Chau, Nghi Loc, and Cua Lo town to anchor and take shelter safely from storms, and resolutely prevent boats from going to sea when there are storms. The Provincial Military Command mobilized 7,463 people, 27 rescue boats, and 93 cars. The Border Guard participated in 32 rescue operations, using 884 officers and soldiers and 47 vehicles. The Provincial Police mobilized 1,560 officers and soldiers from various departments to reinforce coastal districts and key mountainous districts to evacuate people and perform search and rescue tasks during storms and floods of storms No. 2, No. 8, No. 10, and No. 14, etc.

Along with overcoming the consequences of natural disasters, storms and floods, promptly clearing landslides and traffic jams, repairing the dyke and irrigation systems, the Provincial People's Committee, the Provincial Steering Committee for Flood and Storm Prevention and Control, the Provincial Relief Committee, and the Provincial Fatherland Front Committee have directed the People's Committees of districts, Departments, Boards, and Branches to grasp the damage situation and implement visits and encouragement to families with people who died, were injured, and suffered heavy damage due to storms and floods.

Concluding the Conference, Comrade Dinh Viet Hong affirmed that in 2014, the situation of rain, storms and floods will be complicated. In addition, in the summer months, there is a possibility of localized heat waves, alternating with strong thunderstorms causing tornadoes, whirlwinds and hail. The drought and saltwater intrusion at river mouths are likely to last. Therefore, the task of flood and storm prevention and search and rescue in 2014 is even more difficult, requiring the decisive participation of all levels, sectors, authorities and local people. Members of the Provincial Flood and Storm Prevention Command must stay close to the people, accompany the people, implement the 4 on-site motto, proactively prevent and minimize damage to the lowest level.

On this occasion, the Minister - Head of the Central Steering Committee for Flood and Storm Prevention awarded certificates of merit to 2 groups and 4 individuals of Nghe An province with outstanding achievements in 2013. The Provincial People's Committee also awarded certificates of merit to 7 groups and 7 individuals with outstanding achievements in flood and storm prevention in 2013.
