Proactively prevent and control livestock, poultry and aquatic diseases
(Baonghean) - In 2013, the Veterinary work in Nghe An province generally achieved remarkable results. Many solutions to prevent and control diseases for livestock, poultry, animals and aquatic products in the whole province were organized, deployed and effectively implemented, gradually limiting the number of livestock and poultry infected with diseases and dangerous epidemics compared to previous years such as FMD, blue ear disease, avian influenza; Although epidemics occurred, they were only on a small scale, mainly occurring in unvaccinated livestock; These outbreaks were controlled and suppressed in a short time. The work of quarantine of animal transportation within and outside the province, and quarantine of shrimp seeds were gradually implemented quite seriously.
However, there are still some shortcomings in the management of concentrated slaughter of livestock and poultry, planning of slaughterhouses, inspection of food hygiene and safety, and limited vaccination of livestock, etc. This is one of the reasons for the outbreak and spread of diseases.
To proactively prevent and control epidemics, create favorable conditions for the development of livestock and aquaculture in the province, contributing to protecting public health. Nghe An Provincial People's Committee requests the Chairman of the District People's Committee, Director
Departments, heads of provincial-level departments and branches, relevant units and individuals strictly implement the following contents:
1. People's Committees of districts, cities and towns:
a. Coordinate with the Department of Agriculture and Rural Development and relevant agencies of the province to seriously implement the work of preventing and controlling livestock, poultry and aquatic diseases in the management area according to the provisions of the law on veterinary medicine and the 2014 Plan for preventing and controlling livestock, poultry and aquatic diseases approved by the Provincial People's Committee;
b. Identify the prevention and control of livestock, poultry and aquatic diseases as the responsibility of Party committees, local authorities at all levels, the entire political system and the people. Strengthen the dissemination of policies, laws and regulations on veterinary work to raise awareness and responsibility of people in the prevention and control of livestock, poultry and aquatic diseases;
c. Building and consolidating the grassroots veterinary network to ensure quantity and quality to meet the requirements of disease prevention and control;
d. Direct the Department of Agriculture and Rural Development or the Department of Economics, the Veterinary Station and the People's Committees of communes, wards and towns to properly implement the following contents:
- Develop plans and measures to prevent and control livestock, poultry and aquatic diseases in 2014;
- Assign responsibility for monitoring and reporting epidemics in livestock and aquatic animals to commune-level authorities. When an epidemic occurs in livestock and aquatic animals, it is necessary to report to the superior agency and proactively deploy emergency epidemic prevention measures to control, contain and suppress the epidemic when the first outbreak occurs;
- Organize and implement well the work of vaccination for livestock and poultry periodically every year, and supplementary vaccination for newly raised livestock and poultry and herd restoration.
- Localities with livestock markets (U - Do Luong market, Nam Nghia - Nam Dan market, Sy Nam - Yen Thanh market, Thanh Luong - Thanh Chuong market,...) need to organize annual FMD vaccination for buffaloes, cows, goats of the locality (commune) with the market and neighboring communes... to create active immunity for livestock; clean and disinfect the livestock environment according to the plan of the Provincial People's Committee.
d. Coordinate with the Veterinary Department to strengthen disease management on livestock, poultry, aquatic products and farms, livestock farms, and livestock and aquatic product supply companies located in the district. Strengthen quarantine, slaughter control, and veterinary hygiene inspection to ensure disease safety for animals and food safety for consumers;
e. Implement the planning of concentrated livestock and poultry slaughterhouses according to Decision No. 5008/QD-UBND dated December 12, 2012 of the Provincial People's Committee on approving the planning of concentrated livestock and poultry slaughterhouses in Nghe An province until 2020;
Organize propaganda and dissemination for farm owners, households, and livestock breeders to understand and comply with Decision No. 50/2013/QD-UBND, dated September 12, 2013 of the Provincial People's Committee promulgating regulations on a number of conditions in livestock and poultry farming in Nghe An province;
- Implement Decree No. 05/2007/ND-CP dated October 9, 2007 of the Government on prevention and control of rabies in animals and Circular No. 48/2009/TT-BNN dated August 4, 2009 of the Ministry of Agriculture and Rural Development guiding measures to prevent and control rabies in animals;
2. Department of Agriculture & Rural Development:
a. Timely advise the Provincial People's Committee on solutions to direct localities to effectively deploy and implement veterinary work in the province, ensuring disease safety in livestock and aquaculture;
b. Preside over and coordinate with the district-level People's Committees and relevant departments and branches to focus on directing measures to prevent and control dangerous epidemics such as: Avian influenza, FMD in livestock, blue ear disease, swine fever, rabies, white spot and hepatopancreatic necrosis syndrome in farmed shrimp... to limit the occurrence of epidemics in the province.
c. Direct the Veterinary Department:
- Develop plans and measures to prevent and control livestock, poultry and aquatic diseases in the province;
- Coordinate with the district People's Committees, relevant departments and branches to effectively implement the following contents: disease surveillance in livestock herds; vaccination rate reaches 100% of total livestock, poultry, dogs and cats subject to vaccination, especially in 8 districts of the national FMD control area (Ky Son, Tuong Duong, Con Cuong, Anh Son, Thanh Chuong, Quy Hop, Quy Chau, Que Phong), period 2011-2015 and the dairy cow farming belt;
Organize 3 to 4 disinfection and sterilization campaigns for livestock farming environments; strengthen inspection and control of livestock, poultry and aquatic disease prevention and control; manage veterinary drugs, vaccines used in veterinary medicine and veterinary practice in the province; rectify and strictly handle violating units, organizations and individuals.
- Closely monitor and supervise disease developments, have plans and solutions to promptly prevent and control livestock, poultry and aquatic diseases to effectively control outbreaks.
- Strengthen quarantine work at the source; control the transportation of animals and animal products within and outside the province (including aquatic products) at the departure and arrival points according to regulations, especially U market - Do Luong district and buffaloes and cows in the border area of Ky Son district; deploy the work of controlling the slaughter of livestock and poultry, and checking veterinary hygiene of fresh animal products in the whole province.
3. Department of Finance:
Advise the Provincial People's Committee to promptly arrange and allocate funds for veterinary activities in 2014; funds for disease prevention and control when livestock, poultry and aquatic diseases occur.
4. Department of Health:
Coordinate with the Department of Agriculture and Rural Development and related units to organize inspections of food hygiene and safety of animal origin, preventing dangerous diseases from livestock to humans. Take the lead and coordinate well with the Department of Agriculture and Rural Development in the prevention of influenza A (H5N1) and rabies in animals.
5. Provincial Police, Provincial Border Guard Command, Nghe An Customs Department:
Coordinate with the Department of Agriculture and Rural Development, localities, relevant departments and branches to participate in the work of preventing and controlling livestock, poultry and aquatic diseases;
Assign the Provincial Border Guard Command and Nghe An Customs Department to direct Nam Can Border Gate Customs Station, Thanh Thuy Border Gate Customs Station, Ky Son District Border Guard Station, Border Guard Station 561 to coordinate with the Veterinary Department to strictly inspect the transportation of animals and animal products from neighboring countries.
The provincial police directed the provincial Traffic Police Department to coordinate with the Veterinary Department to strictly inspect the transportation of animals and animal products without quarantine from other provinces into Nghe An province, from one district to another in the province.
6. Department of Industry and Trade:
Coordinate with the Department of Agriculture and Rural Development (through the Veterinary Department) to strengthen the management of the circulation of animals, animal products and preparations for livestock and veterinary medicine.
7. Information and communication agencies:
The Department of Information and Communications, the Provincial Radio and Television Station, Nghe An Newspaper and local media agencies coordinate with the Department of Agriculture and Rural Development and localities to strengthen information and propaganda work on measures to prevent and control livestock, poultry and aquatic diseases.
8. Organizations and individuals operating in the veterinary field:
a. Strictly comply with the provisions of law on: animal husbandry, mandatory vaccination for livestock, poultry, dogs and cats; slaughter, transportation of animals, trading of animals and animal products; production and trading of livestock breeds; production and trading of veterinary medicines, biological products, vaccines, chemicals used in veterinary medicine;
b. Owners of livestock, poultry and aquaculture farms must strictly comply with regulations on livestock and veterinary work. They must register with local authorities when raising livestock; have a Certificate of eligibility for veterinary hygiene; declare the livestock situation, report vaccination schedules, disease situation and activities related to the veterinary field to veterinary agencies for inspection and guidance on disease prevention measures according to current regulations;
c. When purchasing brackish shrimp seeds, facilities that raise brackish shrimp must be quarantined at the place of sale; Shrimp seeds must have a clear origin; Comply with technical farming processes;
Organizations and individuals who do not comply with regulations in the veterinary field; causing epidemics will be strictly handled according to the provisions of law; and will not be entitled to State support regimes according to current regulations;
The Provincial People's Committee requests directors of departments, heads of relevant provincial-level departments and branches, Chairmen of district-level People's Committees, relevant units and individuals to seriously implement this Directive.
During the implementation process, if there are any problems, please report to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for resolution.
