According to the North Central Hydrometeorological Station, at 1:00 p.m. on September 17, storm No. 8 was located at about 16.0 degrees North latitude; 112.0 degrees East longitude, in the Hoang Sa archipelago. The strongest wind near the storm's center is level 8 (62 to 74 km per hour), gusting to level 9, level 10. It is forecasted that in the next 24 hours, the storm will move mainly in a westerly direction, traveling about 5 - 10 km per hour. At 1:00 p.m. on September 18, the storm's center was located at about 15.9 degrees North latitude; 110.1 degrees East longitude, about 170 km east of the coast of Quang Tri - Quang Nam provinces. The strongest wind near the storm's center is level 8 (62 to 74 km per hour), gusting to level 9, level 10.
To proactively cope with the storm's developments, the Provincial Steering Committee for Flood and Storm Prevention and Control requests the Steering Committees for Flood and Storm Prevention and Control of districts, cities and towns; the Steering Committees for Flood and Storm Prevention and Control of provincial departments, branches and sectors; the Provincial Military Command, the Provincial Border Guard Command; Directors of irrigation companies, enterprises and hydropower companies to implement the following contents:
1. Strictly implement the content of Official Dispatch No. 14/CD-BCH PCLB & TKCN of Nghe An province at 10:00 on September 17, 2013 of the Steering Committee for Flood and Storm Prevention and TKCN of Nghe An province.
2. By all means, notify and guide ships operating at sea to escape or not enter the danger zone. The danger zone in the next 24 hours is determined to be the sea area from North latitude 140 to South latitude 190 and West longitude 1150 (the danger zone will be adjusted depending on the development of the storm).
3. Actively inspect dikes, dams, and construction works to ensure safety of people and property; review plans and be ready to evacuate residents in dangerous areas (low-lying coastal areas, river mouths, areas at high risk of flooding, landslides, flash floods); direct and guide the bracing and reinforcement of houses, warehouses, schools, and hospitals. Provide traffic guidance and ensure safety for people in flooded areas, overflowing streams, and ferry piers. Strictly prohibit the collection of firewood during floods.
4. Implement measures to ensure the safety of reservoir works. Direct reservoir owners to organize shifts, monitor water levels and flow to the reservoir, patrol, guard, and prepare forces, materials, and equipment to handle the first hour when a situation occurs.
5. Maintain rescue forces and vehicles to be ready to respond when required.
6. Organize a serious on-duty team, monitor the storm's developments, and promptly report to the Standing Office of the Provincial Steering Committee for Flood and Storm Prevention and Control.
