(Baonghean.vn)- Although storm No. 11 did not make landfall in Nghe An, it is forecasted that the storm's circulation will cause heavy rain. Vuc Mau Lake and several other dams have proactively discharged floodwaters to ensure safety. Boats in the province have also received notice of the direction of storm No. 11 and are trying to find ashore for shelter.

Due to the influence of the circulation of storm No. 11, combined with cold air, from tonight (October 14), the North Central Coast region will have strong winds of level 6, level 7, gusts of level 8, level 9. From October 15 in Nghe An, there will be rain, moderate rain, heavy rain to very heavy rain and thunderstorms in some places. Rainfall can reach 200 - 400mm.

Faced with that situation, at noon on October 14, Quynh Luu Irrigation Enterprise, the management unit of Vuc Mau Lake, decided to open two flood discharge gates No. 3 and No. 4 to bring the water level from 20.96m to 20.5m. Mr. Hoang Nghia Hieu, Chief of the Standing Office of the Provincial Flood and Storm Prevention and Search and Rescue Command, said that with the forecasted rainfall, it is estimated that about 40 million cubic meters of water will flow into Vuc Mau Lake. On the first day of opening, the lake has reduced 10 million cubic meters of water. In the coming days, if heavy rain due to the circulation of storm No. 11 occurs, the water flow exceeds the allowable level, the lake will continue to discharge floodwaters. At Ban Ve Hydropower Dam, at noon on October 14, Ban Ve Hydropower Company also announced the flood discharge plan to the People's Committee of Tuong Duong District and Khe Bo Hydropower Plant. Ban Ve Hydropower Reservoir is expected to discharge floodwater on October 16, 2013 with a total flow rate of 300 m3/s to 1000 m3/s.

In addition to proactively releasing floodwaters from large irrigation reservoirs and hydroelectric dams, the Provincial Flood and Storm Prevention Command has also requested companies and enterprises managing and exploiting reservoirs and dams in the area to proactively lower the spillway to ensure safety during and after storm No. 11. At Da Han dam - Nam Thanh commune, Nam Dan district, authorities have lowered the spillway to a depth of 1.5 meters and a width of 20 meters. This is a critical reservoir with a capacity of 2.2 million cubic meters of water. In previous floods, water seepage occurred in the dam body. The Tay Nguyen irrigation reservoir in Quynh Luu district also lowered the spillway to 0.6 meters before the storm made landfall. At critical dams such as Khe Lang - Nghi Cong in Nghi Loc district, authorities and management units have also proactively widened the spillway to ensure safety.

Currently, the Provincial Flood and Storm Prevention Command has requested the Northern and Southern Irrigation Companies and localities to proactively operate important sluice gates such as Ben Thuy, Nghi Quang, Rao Dung, Dien Thanh, Dien Thuy and coastal sluice gates to drain the tide and avoid flooding due to heavy rain. Nghe An currently has 625 dams, of which 55 have a capacity of over 1 million cubic meters of water, 11 have a capacity of over 5 million cubic meters of water, and the rest are medium and small. All of these reservoirs are full of water. Currently, companies, factories and localities are organizing patrols to ensure the safety of dams before, during and after the storm.

In response to the development of storm No. 11, the Provincial Border Guard Command issued a ban on going to sea from October 14. Currently, Nghe An has 4,037 vessels with 23,128 workers directly fishing at sea. The Border Guard Command has directed border posts to call on 3,341 vessels with 19,089 workers to safely take shelter ashore. Currently, there are 641 vessels with 3,610 workers operating in the coastal areas of Nghe An, 55 vessels with 429 workers operating outside the province. All vessels have received notice of the location and direction of storm No. 11 and are on their way to take shelter and avoid the storm.
