Dog meat restaurant owner in Nghe An suspected of being high on drugs, dancing on the balcony
(Baonghean.vn) - A man who appeared to be high on drugs took a knife to his neighbor's house, chopped off a chicken's neck, then climbed onto the second floor balcony and stood dancing.
At around 5:30 p.m. on May 3, a man named D. (owner of a dog meat restaurant in Hung Dung ward, Vinh city) held a knife in his hand and appeared to be on drugs and ran to his neighbor's house.

This man cut off the necks of some of the people’s chickens, then carried the chickens up to the roof, then climbed up to the second floor balcony of a house. Here, this man plucked the chickens’ necks and stood there gesticulating.
Upon receiving the news, Hung Dung Ward Police, Vinh City Police and Mobile Police, Nghe An Provincial Police were present at the scene.
After a period of unsuccessful attempts, the police rushed in and controlled the man.
