On the morning of June 26, the Standing Committee of the Provincial People's Council reviewed a number of reports and draft resolutions under its authority to submit to the Provincial People's Council at the upcoming 9th session.

Economic growth rate is lower than estimated.

Reviewing the report on the socio-economic situation in the first 6 months of the year, tasks for the last 6 months of 2019 and the draft resolution on socio-economic development tasks for the last 6 months of 2019 submitted by the Provincial People's Committee, the Standing Committee of the Provincial People's Council paid attention to the economic growth rate of 7.09%, lower than the proposed management scenario of 8.5% and lower than the same period in 2018 of 7.39%.

Notably, the value of industrial - construction and agricultural production both decreased; in which industry only reached 9.15%/19 - 20% of the plan assigned by the Provincial People's Council for the whole year.

In addition, the tax debt situation in the area as of May 31 was 1,567 billion VND; an increase of 490 billion VND compared to the end of 2018 and an increase of 422 billion VND compared to the same period last year.

Some delegates also mentioned that the rate of implementation of projects and works involving land acquisition and land use conversion from 2016 to present has only reached about 30 - 35%.

In addition, many issues are related to the increase in student numbers, especially in Vinh city, but facilities and teachers are still inadequate; the re-evaluation of standard schools after 5 years according to regulations has not received attention; the progress of implementing some provincial plans is still slow...

Solutions for direction and management in the last 6 months of the year

At the inspection, Chairman of the Provincial People's Committee Thai Thanh Quy clarified the issues raised by the Standing Committee of the Provincial People's Council, and emphasized a number of key solutions for direction and management in the last 6 months of the year.

According to the Chairman of the Provincial People's Committee, to increase the value of agricultural, forestry and fishery production for the whole year, the solution for the last 6 months of 2019 is to strengthen the prevention and control of African swine fever and measures to combat drought on crops; combined with research to increase the production value of the forestry and fishery group.

In the industrial and construction sector, we will focus on putting projects into operation, while proactively removing difficulties for businesses.

Concluding on this content, Chairman of the Provincial People's Council Nguyen Xuan Son requested the Provincial People's Committee to absorb the opinions of the delegates to have drastic solutions in the last 6 months of the year.

Sharing the direction and management of the Provincial People's Committee and sectors in the context of many difficulties affecting the socio-economic situation, especially hot weather and African swine fever, the Chairman of the Provincial People's Council requested the Provincial People's Committee to review the socio-economic targets and tasks to focus on solutions, striving to achieve and exceed the targets by the end of the year.

The focus is on building new rural areas, removing difficulties for businesses, urging project progress, attracting investment, promoting private economic development, mobilizing resources to meet development requirements...

At the same time, the Provincial People's Committee and relevant sectors need to take drastic measures to combat tax losses and arrears; focus on investment to ensure cultural and social development in line with economic development; take care of ensuring security and national defense, creating a favorable environment for socio-economic development. On the other hand, it is necessary to focus on directing well the arrangement of the apparatus, associated with the consolidation of titles and administrative reform.

Also this morning, the Standing Committee of the Provincial People's Council organized an inspection of the report on the implementation of the public investment plan in the first 6 months of the year, tasks for the last 6 months of 2019; and gave opinions on a number of guidelines and policies under its authority.
