Chairman of the Provincial People's Council requested 18 units to resolve and respond to voters' petitions
(Baonghean.vn) - Based on monitoring the settlement of voters' petitions, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Xuan Son requested the Standing Committee and Committees of the Provincial People's Council to continue to monitor and urge the settlement of voters' petitions from the Provincial People's Committee, departments, branches and localities.

On the morning of August 26, the Standing Committee of the Provincial People's Council held a monthly meeting to evaluate the results of activities in the month, deploy key tasks in September 2019; listen to and give opinions on a number of contents under its authority.
18 units have not responded to voters' petitions
In August, the Standing Committee and Committees of the Provincial People's Council focused on completing and issuing the Resolutions of the Provincial People's Council after the 9th session to implement in life, along with synthesizing voters' recommendations during and after the 9th session; proposed questions of the Provincial People's Council delegates but not yet selected for questioning at the session and the delegates' opinions reflected in the summary report of the group discussion session at the session to send to the Provincial People's Committee to direct departments, branches and localities to study and clarify.
The Standing Committee and Committees of the Provincial People's Council participated in the regular citizen receptions of the Provincial People's Committee and the citizen reception sessions of the Provincial Party Secretary as well as citizen receptions at the constituency; monitored and urged the response to voters' opinions, recommendations and reflections via the online telephone line at the recent 9th session. To date, 10/28 units have responded in writing.

18 units have not yet responded in writing, including: Provincial People's Committee, departments and branches: Transport; Agriculture and Rural Development; Natural Resources and Environment; Health; Provincial Military Command; Provincial People's Court, Provincial Farmers' Association; Provincial Social Insurance; Nghe An Water Supply Joint Stock Company, and districts of Anh Son, Thanh Chuong, Quynh Luu, Nghi Loc, Nam Dan, Hung Nguyen, Do Luong, and Tuong Duong.
In August, the Standing Committee of the Provincial People's Council also received 33 complaints, denunciations, recommendations and reflections from citizens. Notably, there were reflections from some households living in the townhouses adjacent to the urban area construction project of the West Xo Viet - Nghe Tinh Boulevard (Vinaconex 9) related to the investor not completing procedures to grant land use right certificates to households; arbitrarily changing the project planning, not completing infrastructure according to the planning...
The petition of business households at Quan Lau market (Vinh city) related to ensuring the rights of business households that have contributed 100% of the capital to invest in the market, although the City People's Committee has responded in writing, is not satisfactory.

Strengthening land management
Based on the assessment of the results of August's activities, at the meeting, the Standing Committee of the Provincial People's Council discussed and clearly identified key tasks in September, including organizing an explanation session of the Standing Committee of the Provincial People's Council; organizing supervision of the settlement of voters' opinions and recommendations since the beginning of the term; and at the same time organizing an extraordinary session of the Provincial People's Council to decide on a number of important contents under its authority.
Concluding the meeting, Chairman of the Provincial People's Council Nguyen Xuan Son pointed out that the practice of monitoring and supervising the settlement of voters' opinions and reflections from departments, branches and localities was not timely and serious, so the key task in September of the Standing Committee and the Provincial People's Council Committees is to continue to urge the settlement of voters' recommendations and reflections.

On the other hand, from the practice of petitions, complaints, denunciations, recommendations and reflections of the people in the past time, the issue of land accounts for a large proportion; therefore, it is recommended that the Provincial People's Committee have solutions and measures to strengthen management in this field, and at the same time focus on resolving petitions and reflections of citizens on this issue.
Regarding the monitoring program of the Standing Committee of the Provincial People's Council on handling voters' opinions and recommendations, the Chairman of the Provincial People's Council emphasized that the monitoring timeline is the recommendations and reflections of voters from the beginning of the term until now, so the total volume of opinions is very large; therefore, the monitoring process needs to be organized scientifically, it is necessary to select urgent, prominent, complicated issues that have been pending in each field or have been repeatedly recommended by voters.
The Chairman of the Provincial People's Council also agreed that the content of the meeting of the Standing Committee of the Provincial People's Council in September will select 2 contents for the Provincial People's Committee and the sectors to explain related to the work of drafting legal documents and the implementation of the Notice of conclusion of the questioning session at the 3rd session of the Provincial People's Council (term XVII) on construction planning, construction licensing and construction management of high-rise apartment buildings in the province.
