Considering all national forces as a resource for the revolution, especially in the early years after gaining power, President Ho Chi Minh clearly saw the role of businessmen in the country's construction. That is why, from the Viet Bac base to the capital, living and working at 48 Hang Ngang street, he wrote the "Declaration of Independence" giving birth to the Democratic Republic of Vietnam - the first people's democratic state in Southeast Asia.

With a deep understanding of the position and role of industry and commerce in the national construction, on September 18, 1945, President Ho Chi Minh took time to meet with businesses and entrepreneurs to seek support and assistance for the restoration and development of the country's economy.
Thus, during the Golden Week, Hanoi's industrialists and merchants were the first social officials to be received by Uncle Ho at the Presidential Palace. After this meeting, the Ho Chi Minh Government received great material support from the industrialists and merchants of Hanoi in particular and the whole country in general, thereby reducing financial difficulties for the Democratic Republic of Vietnam.
Continuing to affirm the importance of the industrial and commercial community, on October 13, 1945, President Ho Chi Minh sent a letter to the industrial and commercial community (today's businessmen and enterprises) of Vietnam. In the letter, he wrote: "I am very happy to hear that the industrial and commercial community has united to form the Industrial and Commercial Rescue Association and joined the Viet Minh Front. Currently, the Industrial and Commercial Rescue Association is doing many things that benefit the country and the people. I very much welcome it and look forward to many good results."
Regarding the role and tasks of the industrial and commercial sectors in the social strata in Vietnam, President Ho Chi Minh emphasized: “While other sectors in the nation are working hard to gain complete independence for the country, the industrial and commercial sectors must work to build a stable and prosperous economy and finance.” Regarding the responsibility of public agencies for the development of the industrial and commercial sectors, President Ho Chi Minh pointed out: “The people's government and I will wholeheartedly help the industrial and commercial sectors in the construction process...”.

Over time, our people's resistance against colonialism and imperialism became increasingly fierce and intense. In the article Welcoming the Conference of Enterprise Management Cadres in Nhan Dan newspaper on November 9, 1955, President Ho Chi Minh mentioned the qualities that the head of an enterprise or business should have, which are "to be truly diligent, frugal, honest and upright. To truly fight against bureaucracy, corruption and waste. To heighten vigilance and protect the enterprise. To be skillful in uniting and leading workers.
For workers in factories and enterprises, President Ho Chi Minh advised that they need to learn many things such as politics, culture, technology, and profession. But besides learning at school, in class, learning from books, newspapers, etc., there is a very good way of learning that everyone can participate in every day, which is learning right in production, learning from advanced people, factors, and units.
