President inspects the implementation of Central Resolution 5 in Da Nang

Reporting to the President, the leader of An Hai Bac ward said that currently the ward People's Committee has 24 people; starting from April 2009, the ward has piloted the policy of not organizing a People's Council, in 2012, piloted the policy of the Party Secretary being the Chairman of the Ward People's Committee. The consolidation and building of the Party organization in residential areas has been seriously implemented. The quality of Party cell activities has been increasingly improved, the Resolutions of the Ward Party Committee closely follow the local reality. After 3 years of piloting not organizing a People's Council, the local political system has been more streamlined, the management and operation of the Ward People's Committee has remained smooth, and has been more proactive in developing socio-economic development plans. The Front and mass organizations have gradually innovated the content and methods of operation. However, the work of building the grassroots political system still has many obstacles.

That is, the Party development work in residential areas faces many difficulties, the majority of cadres participating in local movements are elderly retired cadres. There are too many organizations under the ward, overlapping in functions and tasks. Speaking at the working session, President Truong Tan Sang highly appreciated the results of the implementation of the Resolution of the 9th Central Committee on innovation and improvement of the quality of the political system at the grassroots level in communes, wards and towns. After 10 years of implementing the Resolution, the quality of civil servants has been gradually improved, and the material facilities have been significantly improved. The President said that there is still confusion between the responsibilities of ward and district levels, and to some extent at the provincial and city levels. Therefore, the number of ward-level cadres is increasingly expanding but still does not meet the work requirements, and the scale of the payroll is not appropriate.

President Truong Tan Sang emphasized: Staffing and salary, encourage concurrent holding. The number of people has decreased but the work of the ward has not decreased, responsibility goes hand in hand with salary, encourage concurrent holding, enhance training for competent cadres, this is the condition for us to be able to submit to the Central Committee the salary reform project.
