President: The Inspection Sector must have a strong will

On the morning of September 21, in Hanoi, the Government Inspectorate solemnly held the 70th Anniversary Ceremony and the 4th Patriotic Emulation Congress of the Vietnam Inspectorate. Attending were President Truong Tan Sang, former General Secretary Nong Duc Manh, former President Tran Duc Luong, and former National Assembly Chairman Nguyen Van An.

70 years ago, on November 23, 1945, President Ho Chi Minh signed Decree No. 64 establishing the Special Inspection Committee. This day has become the traditional day of the Vietnam Inspection sector.
Over the past 70 years, under the leadership of the Party, the coordination, support and assistance of sectors and levels, the support, sharing and protection of the people, inspection activities have made an important contribution to helping the Party and State closely monitor the implementation of the Party's guidelines, laws, State policies, and the country's political tasks at all levels and sectors in practice, effectively serving the state management of all aspects of society.
Through inspection, many violations have been detected, prevented and corrected; actively contributed to handling and overcoming the consequences of violations; strictly maintained discipline, order and law, improved the effectiveness of state management activities and advised the Party and State to perfect institutions in many fields, maintained stability and promoted the development of the country.
Along with the excellent completion of assigned tasks, through the exciting emulation movements over the past 70 years, the Inspection sector has continuously grown and developed. The organization, functions, tasks, and working regime have been constantly improved. The team of civil servants and public employees in the sector, through training and striving, has continuously matured; many people have set shining examples of loyalty, dedication, exemplary behavior, integrity, objectivity, and impartiality in their work, which is very proud.
On behalf of the Party and State leaders, speaking at the Celebration Ceremony, President Truong Tan Sang warmly congratulated and commended the achievements of the industry, the typical, advanced, excellent and exemplary collectives and individuals in the patriotic emulation movement of the Inspection industry in recent times.
The President emphasized that in the coming years, the complex international and regional situation will have a multifaceted impact on our country. Domestically, in addition to the achievements, there are still many limitations and weaknesses in many areas. The cause of innovation, construction and protection of the Fatherland of our people has both great opportunities and advantages as well as severe difficulties and challenges. Particularly in areas directly related to the Inspection sector, there are also many complicated issues, requiring great efforts from the staff of the Inspection sector.
President Truong Tan Sang pointed out that currently, there are still many violations of the law, occurring in many sectors, at many levels, and in many fields, but they have not been detected, prevented, and handled in a timely manner. There are still many complaints and denunciations from the people, many complicated and prolonged cases that have caused public outrage have not been resolved. The work of preventing and combating corruption has not met the set requirements, corruption is still serious, causing great concern to the people. The results of investigating, detecting, handling, and recovering corrupt assets are still low.
The degradation of political ideology and lifestyle ethics of a significant number of cadres and party members has not been prevented or pushed back. Along with these problems, in the coming years, new complications may arise, more sophisticated acts of corruption with international elements, high-tech crimes, and incitement, disturbance, and sabotage activities by hostile forces.
The President suggested: “In that situation, the Inspection sector needs to promote to the highest level the tradition of 70 years of construction and growth, inherit the achievements and positive aspects that have been obtained, overcome difficulties, overcome challenges, constantly innovate, improve the quality and efficiency of operations, and successfully carry out the heavy but extremely glorious tasks entrusted by the Party, State and people."
To effectively implement that requirement, the President requested that officials, civil servants and public employees of the Inspection sector need to fully and deeply understand the current situation of the country, focus on doing a good job of advising the Party and State in building and perfecting the institutions on inspection, complaints and denunciations, and especially in the work of preventing and combating corruption, in order to mobilize the combined strength of the entire political system and the entire population to participate in carrying out this important task; propose a synchronous system of specific and practical solutions to effectively prevent, detect and promptly handle all violations as soon as they arise, minimizing the negative consequences that may be caused.
"Corruption prevention and control is an extremely important but very complicated field, requiring the Inspectorate to have a strong will, have synchronous solutions, and take more drastic measures to create clear changes, prevent and repel this "national disaster". The Inspectorate must be more proactive and active in guiding, urging and implementing preventive measures. Along with prevention, corruption detection must be promoted, there must be many channels and many ways to receive information on corruption detection and denunciation. When detected, it must be considered and handled promptly, impartially, objectively, and in accordance with the law, without any forbidden areas. When there are signs of crime, it must be immediately transferred to the investigation agency and corrupt assets must be resolutely recovered", the President emphasized.
The President noted the need to improve the quality of inspections, ensure accurate and objective inspection conclusions, and improve the effectiveness and efficiency of implementing inspection conclusions. At the same time, it is necessary to strengthen State management of citizen reception, handling complaints and denunciations; promptly handle mass and complicated complaints, and thoroughly resolve pending and prolonged cases, contributing to political stability, social order and safety.
In addition, it is necessary to do a good job in building the Industry, focusing on overcoming the weaknesses and shortcomings that have been pointed out in the self-criticism and criticism review according to the Resolution of the 4th Central Conference (11th tenure); consolidating the organizational apparatus, perfecting the staff, rectifying the working style, enhancing solidarity and internal unity. In particular, improving the moral qualities, qualifications and capacity of the staff, civil servants and inspectors, ensuring that they are truly clean, have courage and bravery, for the benefit of the regime and the people, in accordance with Uncle Ho's teachings: "Inspection is like a mirror for people to see their faces, a blurred mirror cannot reflect".
The President suggested that after the 4th Patriotic Emulation Congress, the sector needs to concretize the Resolution to create vibrant and widespread emulation movements throughout the sector, in each locality, unit and individual, overcoming the uneven, formal, impractical and ineffective situation in some recent emulation movements.
On behalf of the Party and State leaders, President Truong Tan Sang awarded the First Class Independence Medal to the Vietnam Inspectorate and expressed his belief that, carrying forward the 70-year tradition, the Inspectorate will certainly have new, stronger, more comprehensive developments and gain even greater achievements, contributing worthily to the cause of building and defending the socialist Vietnamese Fatherland./.
