President visits and works in Ha Giang province

On the occasion of the preparation for the new year of Quy Ty, on January 26, President Truong Tan Sang and the Central Working Delegation visited to learn about the economic development, poverty reduction, new rural construction and wished a Happy New Year to the ethnic people in Bac Quang, Quang Binh and Xin Man districts, Ha Giang province.

As one of the mountainous border provinces with many difficulties, in recent years, the authorities at all levels of Ha Giang province have made efforts to find new directions in agricultural production, industrial and service growth, and improve the lives of ethnic people. Along with promoting the hunger eradication and poverty reduction program, Ha Giang has achieved initial results in building new rural areas, introducing experimental planting of rubber trees on barren land.

To learn more about the new directions of the province, the President and his delegation directly visited the rubber forest of Ha Giang Rubber Joint Stock Company, which is being piloted on about 1,000 hectares in Bang Lang commune, Quang Binh district. Here, the President presented gifts and kindly asked about the people and workers who are participating in the trial planting of the new rubber variety.

The President welcomed the spirit of overcoming difficulties, proactively innovating, quickly absorbing scientific and technical achievements, and applying them to plant care of young workers. In discussions with leaders of the rubber industry, provincial leaders and local people, the President acknowledged the efforts of the Ha Giang provincial government in taking care of the lives and creating more jobs for people in the highlands, through the program of bringing rubber to new lands.

The President pointed out that Ha Giang needs to learn from its failures to successfully implement the project. Through the experience of rubber plantation pilot projects in the Northwestern provinces, the implementation has shown positive results. Even in the Chinese provinces bordering Ha Giang, rubber trees also grow well in similar ecological and soil conditions. Thus, the problem is to choose the appropriate seedlings for cultivation, and at the same time, there must be determination and action to change the lives of the people. With the initial results from the rubber plantation practice, the province needs to continue to monitor and evaluate the overall situation, and soon come to a decision on specific implementation.

The President and the delegation inspected the new rural construction situation in Na Rang village, Khuon Lung commune, Xin Man district. As a disadvantaged commune selected to pilot the new rural construction, after 3 years of implementation, the people's lives have been gradually improved. Infrastructure works such as electricity, roads, schools and stations have been invested to serve the convenience of local people.

Listening to the opinions of the people and representatives of the authorities at all levels and sectors in supporting and implementing the new rural model, the President said that building new rural areas is a major policy of the Party and the State that has been implemented but has not met the requirements. In the current situation, the requirement is to find an effective way to do it.

The President emphasized that we are looking for every way to push back poverty, so there is no other way but to be determined to improve living standards. Along with state investment, the issue is to enhance the role of supervision and real mastery of the people. Building a new countryside is not about concreting but choosing essential areas to invest in, avoiding spreading.
The President expressed that if each commune only needed one billion-dollar investment project that was not used effectively, the whole country would add up to an unbelievably large number.

According to the President, investment in rural areas must be linked to business and production promotion. Projects that are not urgent should be put aside for later. Only then can people's lives be truly improved.

On this occasion, the President presented 100 gifts, 100 warm blankets and 20 buffaloes to poor households. The President wished the people a warm and happy new year and to strive to improve production in this land with many difficulties.

President Truong Tan Sang also visited and presented New Year gifts to the staff of Xin Man District Party Committee and Xin Man Development Company. Over the past 4 years, through this enterprise, Lien Viet Post Bank and Him Lam Joint Stock Company - the sponsoring unit helping poor districts, have invested in Xin Man in many fields, bringing high efficiency in economic development associated with resource development for the district.

Last year, Xin Man achieved a growth rate of 13%, total social product reached 520 billion VND, state budget revenue reached 27 billion VND. The material and spiritual life of ethnic people has been improved with 17 effective projects on restructuring crops and livestock. Typical agricultural products of the district such as Che La tea and Gia Rui rice are building their brands in the market. The district has 3 historical, cultural and spiritual relic sites that have been invested in and restored to serve tourists. The whole district has 3,496 party members out of a total of 70 party cells and branches, eliminating villages without party cells.

Previously, the President and his delegation visited and presented gifts to officials and Party members of Bac Quang District Party Committee, a locality at the southern gateway located in the planning of the dynamic economic zone of Ha Giang province./.
