(Baonghean.vn) – On the afternoon of January 15, Comrade Tran Dai Quang - Politburo member, President of the Socialist Republic of Vietnam visited and worked with Military Region 4.

Accompanying the delegation were comrades: Dao Viet Trung - Member of the Party Central Committee, Head of the Office of the President; Ho Duc Phoc - Member of the Party Central Committee, State Auditor General; Dao Hong Lan - Alternate Member of the Party Central Committee, Deputy Minister of Labor, Invalids and Social Affairs; Lieutenant General Do Can - Deputy Head of the General Department of Politics of the Vietnam People's Army; Tran Thi Hong An - Vice President of the Vietnam Red Cross Society and other comrades in the President's delegation.

On the side of Military Region 4, there were comrades: Lieutenant General Nguyen Tan Cuong - Member of the Party Central Committee; Commander of Military Region 4; Lieutenant General Vo Van Viet - Party Secretary, Political Commissar of Military Region 4 and leaders of the Military Region.

Reporting to the President and the working delegation on the general situation as well as the implementation of military and defense tasks in 2016, Commander of Military Region 4, Lieutenant General Nguyen Tan Cuong said: closely following the Party and State's guidelines and policies on military and defense tasks and protecting the Fatherland; resolutions and directives of the Central Military Commission, the Ministry of National Defense, the Party Committee, the Military Region Command and agencies, units and local Party committees and authorities of the 6 provinces have focused on leading and directing the successful completion of military and defense goals, targets, tasks and Party building work in 2016.

Referring to some key tasks and preparations for the 2017 Lunar New Year, Lieutenant General Nguyen Tan Cuong said that Military Region 4 thoroughly grasped and seriously implemented the Ministry of National Defense's Directive on combat readiness and organization of the 2017 Lunar New Year celebration; organized 8 delegations to visit and wish a happy new year and 3 delegations to inspect combat readiness; organized forces on duty and took Tet holidays in accordance with the Ministry of National Defense's Directive.

“In Military Region 4, there are still many poor households. The Military Region Command has coordinated with the locality to conduct a survey and select about 200 extremely poor households and 317 officers, employees, and military families with difficult circumstances to support during the 2017 Lunar New Year,” Lieutenant General Nguyen Tan Cuong added.

President Tran Dai Quang agreed with the main directions reported by the Commander of Military Region 4; at the same time, he emphasized that in the coming years, the cause of building and defending the Fatherland of our people will have enormous opportunities and advantages, but will also have to face intertwined difficulties and challenges.

This raises new issues and increasingly high demands, requiring our entire Party, people and army, including the armed forces of Military Region 4, to strive even harder, to take advantage of opportunities and overcome difficulties and challenges to successfully complete the goals and tasks of building and defending the Fatherland in the new period.

"I hope that officers and soldiers of the armed forces of Military Region 4 need to continue to thoroughly grasp and seriously implement the resolutions and directives of the Party, the State, the Central Military Commission, and the Ministry of National Defense, focusing on the Resolution of the 12th National Party Congress and Resolution No. 28 of the Party Central Committee on the strategy of protecting the Fatherland in the new period," the President emphasized.

The President noted that the armed forces of Military Region 4 need to focus on organizing and implementing well the main tasks: Strengthening the work of grasping, researching, analyzing, evaluating, forecasting the situation, forecasting complex situations that may occur in the Military Region; promptly detecting all plots and sabotage activities of hostile and reactionary forces to proactively respond, prevent, and repel from afar to firmly protect every inch of land, airspace, and sea of ​​the Fatherland, not to be passive or surprised in any situation.

The President also suggested that Military Region 4 should continue to supplement and complete combat plans and defense plans in accordance with the development of the new situation; closely coordinate with Party committees, authorities, departments, branches and localities to proactively build and firmly consolidate the all-people national defense associated with people's security in the area, each strategic direction and in the entire Military Region; and well perform the State management function on national defense in localities.

On the other hand, Military Region 4 needs to continue to consolidate regular army units according to the peacetime military organization plan; ensure that they are lean, compact, strong, quickly mobile, and highly combat-ready in all situations; organize training and exercises in defense areas, improve command capacity, ensure technical logistics, build a reserve force with sufficient quantity and quality; continue to consolidate a strong and widespread militia and self-defense force.

Along with that, it is necessary to focus on doing well the mass mobilization work, strengthening the solidarity and close relationship between the army and the people, contributing to building a strong local political base, building the people's hearts and the great national unity bloc; closely linking the task of consolidating national defense and security with the task of socio-economic development, effectively implementing economic defense projects; doing well the work of the army's rear, actively participating in the movements of gratitude, hunger eradication, poverty reduction, natural disaster prevention, rescue and relief.

The President also requested that Military Region 4 proactively and actively improve the effectiveness of defense diplomacy in accordance with the foreign policy of the Party and State; coordinate with the Party committees and authorities of the six provinces in the area; regularly maintain and strengthen the friendship and special solidarity between the Military Region's armed forces and the Lao People's Army and people; and contribute to building a border of peace, friendship, stability, cooperation and development.

Comrade Tran Dai Quang emphasized that Military Region 4 must regularly take care of Party building and force building, focus on leadership and direction in building a clean and strong Military Region Party Committee; build a comprehensively strong Military Region armed force with comprehensive quality and high combat power; continue to supplement the plan to implement the Resolution of the 4th Central Committee of the 11th and 12th terms on Party building and rectification and closely link it with the implementation of Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

“We need to focus on building a contingent of increasingly high-quality cadres, well meeting the requirements of military and defense tasks in the new situation; must strengthen political and ideological education, making cadres and soldiers deeply aware of the task of protecting the independence, sovereignty, territorial integrity and territorial waters of the Fatherland; national and ethnic interests are sacred and inviolable; in any circumstances, we must be absolutely loyal to the Party, the Fatherland and the people, ready to receive and excellently complete all tasks entrusted by the Party, the State and the people” - the President pointed out.
