The President presented the Decision to promote the rank of Senior Lieutenant General to the Deputy Minister of National Defense.

In his speech assigning the task, President Nguyen Xuan Phuc assessed that Senior Lieutenant General Pham Hoai Nam is a cadre with a steadfast and firm stance, viewpoints, and ideology, good moral qualities; has received basic, formal training, good knowledge and capacity; has been trained and matured from the grassroots; and has a lot of experience in commanding and managing units.

He was also assigned to many key positions and completed all assigned tasks: Deputy Commander and Chief of Staff of the Navy, Commander of the Navy, Deputy Minister of National Defense; elected as an alternate member of the 11th Party Central Committee, member of the 12th and 13th Party Central Committees.

The President affirmed that the decision to promote comrade Pham Hoai Nam to the rank of Senior Lieutenant General demonstrates the deep concern and trust of the Party, the State, the Central Military Commission, and the Ministry of National Defense in him. At the same time, the President highlighted the high solidarity and unity of the Central Military Commission and the leadership of the Ministry of National Defense. Emphasizing that this is both a great honor and a responsibility for comrade Pham Hoai Nam and the Central Military Commission, the leadership of the Ministry of National Defense, President Nguyen Xuan Phuc directed comrade Pham Hoai Nam to constantly train his political mettle, steadfast ideology, and absolute loyalty to the Party, the State, the army, and the people; continue to study, research, and improve his capacity and qualifications in all aspects, especially in strategic thinking on military and national defense.

The President requested that, based on the tasks assigned by the Minister of National Defense, Senior Lieutenant General Pham Hoai Nam continue to direct the development of the defense industry step by step in a modern, dual-use direction, meeting part of the needs for weapons and technical equipment for the armed forces, actively contributing to the cause of industrialization and modernization of the country; research and master the technology to manufacture and produce a number of strategic weapons necessary for national defense; gradually ensure sufficient quantity and quality, timely supply of weapons and technical equipment for units performing training tasks, combat readiness, and protection of the sea and islands; continue to demonstrate the spirit of daring to think, daring to do, daring to take responsibility, daring to innovate, daring to face difficulties and challenges, daring to act for the common interest.

The President firmly believes that with the solidarity and unity of the Central Military Commission, the Ministry of National Defense, the support and assistance of ministries, branches, localities and people nationwide as well as the trust and love of officers and soldiers of the entire army, with his qualities and abilities, Senior Lieutenant General Pham Hoai Nam will excellently fulfill the assigned responsibility.
