Chairman of Cua Lo town is impatient because many projects are behind schedule and 'golden land' is left abandoned.

(Baonghean.vn) - Mr. Doan Tien Dung - Chairman of the People's Committee of Cua Lo town said that there are currently many projects in prime locations but are slow to implement, or only partially implemented, causing waste of local resources.

On the afternoon of September 18, the People's Council of Nghe An province supervised the management and implementation of urban land projects in Cua Lo town. Ms. Cao Thi Hien - Member of the Provincial Party Committee Standing Committee, Vice Chairwoman of the Provincial People's Council led the supervision delegation. Also attending were Mr. Le Hong Vinh - Member of the Standing Committee, Chairman of the Provincial Party Committee Inspection Committee, Head of the Economic - Budget Committee, Provincial People's Council, and representatives of the leaders of the Provincial People's Council committees.

According to the People's Committee of Cua Lo town, there are currently 5 investment projects in the field of urban areas, housing areas and apartments with a total area of ​​about 154.5 hectares. However, according to the leader of the Urban Management Department, the People's Committee of Cua Lo town, the situation of projects not being implemented, being implemented unfinished, or being behind schedule according to regulations is common, causing loss of tax, land resources, affecting urban aesthetics, and disrupting people's daily life and production.

Referring to this issue, Chairman of the People's Committee of Cua Lo town Doan Tien Dung said that the reason is related to the capacity of investors not being guaranteed, leading to delays in implementation.

“If they invest as committed, planning and design will be effective. But because they cannot invest like that, so up to now it has not been effective” - Mr. Dung said, at the same time, he informed that not only 5 projects are under the supervision of the Provincial People's Council, but in the area there are many other urban land use projects that have not been implemented, while these are prime land areas.

Mr. Dung suggested that we must be decisive in handling these projects to create resources for the town because if the land is recovered, this will certainly be a huge resource for the town to develop infrastructure and attract other investors.

“If it is not recovered, it will certainly slow down the development of the town. Because the beautiful and golden land is all here” - Chairman of the People's Committee of Cua Lo town said.

Regarding 5 investment projects in the field of urban areas, housing areas and apartments, the People's Committee of Cua Lo town also assessed that the projects are mainly small in area, mostly low-rise houses, or independent apartments, some projects are interspersed in residential areas, lacking social infrastructure and accompanying public services. This puts great pressure on the social infrastructure system, technical infrastructure of the area such as: schools, medical stations, and entertainment areas.

Mr. Phan Cong Doi - Head of Urban Management Department, People's Committee of Cua Lo town also said that in projects, land for housing construction accounts for a large proportion, while planning criteria for parking lots, public works, cultural institutions, trees, and roads still apply the minimum level.

For example, narrow sidewalks of 2-3m make it difficult to build infrastructure for water supply, electricity, drainage, lighting and arrange trees along the roads.

Another reality is that some urban and residential areas have been adjusted many times during the planning process, but the adjustments have been in the direction of increasing construction density, reducing green and public areas, changing the original planning goals and nature...

Members of the Provincial People's Council's monitoring delegation also raised many issues related to planning management, construction quality, the rate of granting home ownership certificates in apartment buildings, land use right certificates for hotel and villa projects, and security and order assurance...

Considering that the criteria for Cua Lo coastal tourism urban area are highly appreciated, and that it is an important locality contributing to building the image of the province, the head of the monitoring delegation, Cao Thi Hien, highly agrees with Cua Lo town on planning and implementation of planning; inspection, examination... as well as sharing the difficulties in managing and implementing urban land projects in the area.

Ms. Cao Thi Hien suggested that Cua Lo town complete the report in the direction of clarifying the existing problems, objective and subjective causes; responsibilities of related parties; and at the same time raise difficulties and recommendations to the Provincial People's Council.

Based on the monitoring in Cua Lo and Vinh City, related departments and a number of projects, the Provincial People's Council will have solutions, policies and proposals to more effectively manage urban land projects.
