Chairman of the Provincial People's Committee: Staff evaluation is still the most difficult and weakest step

(Baonghean.vn) - This is one of the issues raised by Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Xuan Duong and requested clarification in his opening speech at the Workshop on Summarizing the Implementation of the State-Blocked Cadre Strategy organized by the Provincial People's Committee on the morning of October 25.

Speaking at the workshop, the Chairman of the Provincial People's Committee requested delegates to focus on clarifying 14 issues, including the current status of cadres at all levels; shortcomings in the system of regulations and rules on cadre work; shortcomings in the assignment, decentralization of management, recruitment, arrangement and use of cadres; clarifying that cadre assessment is still the most difficult and weakest stage; training and fostering work, associated with the discovery and promotion of cadres; cadre rotation work, etc.

In the spirit of frankness and responsibility, at the workshop, representatives of leaders of a number of provincial departments, branches, and sectors and districts, cities, and towns shared many experiences in planning, training, appointment, transfer, and rotation of cadres at each level and sector.

Accordingly, in general, the personnel work in recent times has basically been carried out in accordance with procedures and regulations, ensuring democracy and objectivity. Thanks to that, the structure of the staff, civil servants and public employees has become increasingly reasonable and improved in terms of both professional and political qualifications.

Also attending the workshop were Vice Chairmen of the Provincial People's Committee: Le Minh Thong - Member of the Provincial Party Standing Committee and Dinh Viet Hong; representatives of leaders of a number of Party committees of the Provincial Party Committee, leaders of provincial departments, branches and sectors; leaders of districts, cities and towns.

However, the work of cadres and practices still poses many limitations, shortcomings and inadequacies. Clarifying that the cadre assessment is the weakest stage, Mr. Luong Thanh Hai - Head of the Provincial Ethnic Committee, said that for a long time, the assessment of cadres has been formal, qualitative, general and not quantitative.

Mr. Hai stated that if the evaluation of cadres is based on collective opinions of organizations and collectives of cadres, civil servants and public employees, it will invisibly put pressure on the person in charge, leading to difficulty in leadership and not daring to do, not daring to make breakthroughs, and fear of conflicts and losing votes. As a result, the evaluation of cadres is basically good, but the work at each level, each sector, agency and unit is not good.

From that reality, Mr. Luong Thanh Hai suggested that it is necessary to change the way of evaluating cadres in the way that superiors and employers evaluate based on whether the assigned work is completed or not.

Agreeing with the above opinion, Mr. Nguyen Hong Ky - Director of the Department of Transport stated the industry's experience in evaluating cadres based on 3 factors: expertise, internal and external affairs of each cadre, thereby creating real motivation for cadres to contribute and be creative.

Also at the conference, many opinions mentioned the shortcomings in the current training, fostering and rotation of cadres. That is, for some specialized sectors such as Transport, Industry and Trade, Finance, etc., to be rotated and have the opportunity to develop, it is necessary to have general knowledge.

On the other hand, in some positions, when wanting to be promoted or appointed, it is required to have a political level from intermediate level or higher, while the rate of political training is low, especially in the Education and Training sector.

Therefore, many delegates suggested that the province should pay attention to creating conditions for cadres to be trained in many professional and political fields, especially increasing the target for political training.

In addition, it is necessary to conduct research to have specialized, in-depth training courses for each position and title with corresponding functions and tasks, such as classes for department directors, classes for deputy directors, classes for chairmen and vice chairmen of district-level People's Committees; to avoid the current situation where these positions sit in the same class...

Some opinions also mentioned the criteria for appointing cadres such as: in addition to good professional capacity, it is necessary to pay attention to the leadership capacity and prestige of cadres in the collective. Comrades also suggested strengthening training, fostering, and appointing young cadres, female cadres, cadres from ethnic minorities; paying attention to arranging and streamlining the apparatus at all levels and sectors, ensuring effective and efficient operations...

Based on the opinions of the delegates, concluding the workshop, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that the opinions will be compiled by the People's Committee, any issues under the authority of the Central Government will be recommended, and issues under the province's jurisdiction will be studied and solutions will be proposed to overcome existing shortcomings and inadequacies in the coming time.
