Expected to reduce 25% of internal contacts after merging Nghe An Department of Construction and Department of Transport
After merging, rearranging, and reorganizing, the Nghe An Department of Construction (new) will have 10 specialized departments and 5 affiliated units; reducing 5/20 organizations compared to the original apparatus of the 2 departments (25% reduction rate).

On February 25, at the 27th Session (Special Session), Nghe An Provincial People's Council will consider and approve the Resolution to establish Nghe An Department of Construction on the basis of merging the Department of Construction and the Department of Transport.
According to the Merger Project approved by the leaders of the two departments, the organizational structure of the (new) Department of Construction will be implemented according to 3 principles:
Carry out the merger of organizations and specialized departments with similar functions and tasks.
Implement tasks based on regulations of the governing Ministry and tasks assigned by superiors in accordance with legal regulations and local realities.
Mechanical unification at first and will be completed gradually.
The organizations, specialized departments and public service units after the merger include 10 departments.
Department Office: Established after merging the Offices of 2 Departments;
Department Inspectorate: Established after merging the Inspectorates of 2 Departments;
Transport Management Department: Established after merging the Transport Management Department and the Vehicle & Driver Management Department of the Department of Transport.
Infrastructure Management Department: Established after merging the Technical Infrastructure Department (Department of Construction) with the infrastructure management function from the Planning - Traffic Infrastructure Management Department (Department of Transport).
Planning and Economic Department: Established after merging the economic and planning functions and tasks of the Planning and Transport Infrastructure Management Department (Department of Transport) and the Economic and Construction Materials Department (Department of Construction).
Quality Management Department (Appraisal): Established after merging the Construction Quality Management Department (Department of Construction) with the quality management functions and tasks of the Traffic Construction Quality Management Department (Department of Transport).
Project Appraisal Department: Established after merging the Construction Management Department (Department of Construction) and the appraisal function and task of the Traffic Construction Quality Management Department (Department of Transport).
Department of Urban Planning and Development: Maintain the Department of Urban Planning and Development of the Department of Construction.
Department of Housing Management and Real Estate Market: Maintain the Department of Housing Management and Real Estate Market of the Department of Construction.
Department of Science, Technology and Construction Materials: Established after merging the construction materials management functions of the Department of Economics and Construction Materials (Department of Construction), the science and technology functions of the Department of Traffic Construction Quality Management (Department of Transport) and the Offices of the two departments.
The new Department of Construction will have 5 affiliated public service units including: Nghe An Traffic Project Management Board; Nghe An Road Maintenance Management Board; Nghe An Institute of Architecture and Construction Planning; Nghe An Construction Inspection Center (possibly equitized); Nghe An Motor Vehicle Inspection Center (possibly equitized).
As for the Nghe An Road Motor Vehicle Testing Center under the Department of Transport, it is currently implementing the steps of the equitization roadmap (expected to be completed in 2025).
According to the above plan, after the rearrangement and reorganization, the Nghe An Department of Construction (new) will have 10 specialized departments (reduced by 4/14 departments, a reduction rate of 28.6%) and 5 affiliated units (reduced by 1/6 units, a reduction rate of 16.7%). The total number of specialized departments and public service units will be reduced by 5/20 organizations compared to the original apparatus of the 2 Departments (a reduction rate of 25%) and will continue to study streamlining in the period of 2025-2030.
Personnel handling plan
According to the Project, as of December 20, 2024, Nghe An Department of Construction has 55 civil servants, 3 contract workers under Decree 111/2022/ND-CP and 1 officer being mobilized to reinforce the public service unit. In which, the Department's leadership includes a Director and 2 Deputy Directors; 8 department heads, 9 deputy department heads and 35 civil servants.
In addition, at the two affiliated public service units, Nghe An Institute of Construction Architecture Planning and Nghe An Construction Inspection Center, there are 92 people including: Director, Deputy Director, Director, Deputy Director, and staff and employees.
At Nghe An Department of Transport, as of December 20, 2024, there are 72 civil servants and 19 contract workers according to Decree 111/2022/ND-CP, including: Director and 4 Deputy Directors; 5 Department Heads, 8 Deputy Department Heads and 22 civil servants, 6 contract workers according to Decree 111/2022/ND-CP; The Department Inspectorate has 54 people, including 1 Chief Inspector, 3 Deputy Chief Inspectors, 28 civil servants, inspectors and 13 contracts according to Decree 111/2022/ND-CP.
In addition, at 4 public service units under the Department of Transport including: Nghe An Road Motor Vehicle Driving Test Center; Nghe An Motor Vehicle Registration Center; Nghe An Traffic Project Management Board; Nghe An Road Maintenance Management Board, there are a total of 207 people, including leaders, officials and employees.
According to the project, it is expected that the Nghe An Department of Construction (new) will have 1 Director and 7 Deputy Directors.
Regarding the personnel plan for the post-merger department heads: Select department heads according to the following principles: Prioritize personnel with planning, political theory level and higher professional qualifications and degrees. Prioritize personnel with professional qualifications most suitable for the main functions and tasks of the department, with leadership capacity, and dynamism and creativity in performing tasks.
For redundant, unassigned head-level personnel, they will be assigned to deputy positions in the post-merger department, but will enjoy the position allowance coefficient of the head level and equivalent.
Personnel plan for deputy heads of departments after merger: Mechanically add deputy heads of departments after merger. By the end of the 2026-2031 term, the staff will be arranged and streamlined according to Government regulations.
For civil servants of specialized departments and contract workers according to Decree No. 111/2022/ND-CP: After the merger, specific personnel arrangements will be made for departments under the Department to ensure that they are suitable for job positions, qualifications, training expertise and the actual situation of the unit.
Headquarter arrangement plan
The main office of Nghe An Department of Construction is expected to be located at: No. 47, Le Hong Phong Street, Vinh City, Nghe An (current office of the Department of Transport).
- Temporarily arrange the Nghe An Traffic Project Management Board and the Provincial Traffic Safety Board Office to work at headquarters No. 8, Truong Thi Street, Vinh City, Nghe An (current headquarters of the Department of Construction).
