The Chairman of the Provincial People's Committee proposed to speed up the implementation of 500kV transmission line projects through Nghe An.
(Baonghean.vn) - This is the content of the Conclusion Notice of the Provincial People's Committee Chairman Nguyen Duc Trung at the working session with the National Power Transmission Corporation on the investment preparation situation and solutions to speed up the implementation progress of 500kV transmission line projects (section through Nghe An province).
Accordingly, on December 12, 2023, at the headquarters of Nghe An Provincial People's Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung chaired a working session with the National Power Transmission Corporation (EVNNPT) and its member units to hear about the investment preparation situation and solutions to speed up the implementation progress of 500kV transmission line projects (section through Nghe An province).

After listening to the report of the representative of EVNNPT leadership; the report of the Director of the Department of Natural Resources and Environment; and the opinions of the participants, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:
The 500kV Quang Trach - Quynh Luu Transmission Line Project and the 500kV Quynh Luu - Thanh Hoa Transmission Line Project have been approved by the Prime Minister in principle for investment and at the same time approved the investor in Decision No. 1507/QD-TTg dated December 1, 2023 and Decision No. 1508/QD-TTg dated December 1, 2023, in which the project implementation progress is 2023-2025 (required to strive to complete in June 2024).
Identifying these as extremely important and urgent projects, in the past time, Nghe An province has directed departments, branches and localities to focus on implementing and completing a number of contents related to project implementation (establishing a Steering Committee on compensation and resettlement support to implement the project; agreeing on route direction, approving land use planning, etc.).
To promptly implement projects and ensure progress as required by the Prime Minister; relevant departments, branches, units and localities are requested to focus on implementing the following tasks:
Department of Natural Resources and Environment:
- Perform the functions of the standing agency of the Steering Committee on compensation, support and resettlement of 500kV transmission line projects; monitor, urge and guide localities to remove difficulties and obstacles in compensation, support and resettlement work to ensure the progress of site handover to the Investor; in case of exceeding authority, promptly advise the Provincial People's Committee to resolve according to regulations.
- Appraise the proposals of the District People's Committee, promptly advise the Provincial People's Committee to approve the addition of projects to the 2023 District Land Use Plan according to regulations. Complete before December 25, 2023.
- Prioritize receiving, checking and approving measurement results for land acquisition, compensation and site clearance for project implementation.
- Advise the Provincial People's Committee on the policy of using auctioned land funds to arrange resettlement for households affected by projects based on proposals from the District People's Committees, before December 30, 2023.
Department of Agriculture and Rural Development:
- Proactively coordinate with relevant agencies and units to promptly advise the Provincial People's Committee to submit to the Provincial People's Council a Resolution on converting forest use purposes to implement projects according to regulations (at the nearest Provincial People's Council meeting).
- Work with the Ministry of Agriculture and Rural Development to soon have instructions on handling difficulties due to failure to follow procedures for converting forest use purposes to other purposes for forest areas (5.3661 ha) to build roads and construct pillar foundations for projects.
Department of Industry and Trade:
- Perform specialized state management functions for projects during the investment implementation and exploitation management process according to the provisions of law.
- Take the lead in coordinating with relevant departments, branches, localities and units to update the project implementation status, promptly grasp difficulties and problems, and report to the Provincial People's Committee for direction and resolution.
People's Committee of Hoang Mai town and districts: Nam Dan, Nghi Loc, Dien Chau, Yen Thanh, Quynh Luu:
- Coordinate with the National Power Transmission Corporation to propose a unified compensation and site clearance policy framework for the entire route.
- Focus on timely implementation of compensation and site clearance to implement projects to ensure the set progress. If there are any difficulties or problems during the implementation process, promptly report to the Provincial People's Committee (through the Department of Natural Resources and Environment) for consideration and handling.
- Synthesize land use needs of projects and submit to the Department of Natural Resources and Environment for additional appraisal of the 2023 district-level land use plan. Complete before December 20, 2023.
- Proactively and promptly coordinate with the Department of Agriculture and Rural Development in converting forest use purposes to implement the project.
- In the process of completing land acquisition procedures and approving compensation plans according to regulations; organizing propaganda and mobilizing affected land and property owners to understand the importance of the project to receive money and hand over the foundation and service road for construction (if any) before January 30, 2024, and the route corridor before March 31, 2024.
- Coordinate with investors to strengthen management of land areas within the project implementation scope, avoid building new houses and planting trees that affect compensation work and complicate the local economic and social situation when the project is implemented.
- After having a policy to use auctioned land fund for resettlement arrangement, the District People's Committee must promptly adjust the land use planning in accordance with the resettlement land limit; at the same time, calculate and determine the land price to ensure compliance with regulations.

- Coordinate with the Department of Agriculture and Rural Development to advise the Provincial People's Committee to submit to the Provincial People's Council a Resolution on converting forest use purposes to implement projects according to regulations (at the nearest Provincial People's Council meeting).

Department of Information and Communications: Direct press agencies to strengthen information and propaganda work so that organizations and individuals clearly understand the importance and urgency of the projects to coordinate and create favorable conditions during the implementation process.
Relevant departments and branches: Based on their functions and tasks, proactively coordinate and promptly implement relevant contents for the project.
Propose that the National Power Transmission Corporation direct relevant units to regularly coordinate closely with relevant departments, branches and localities in the process of project implementation.
- Coordinate with provinces where the power line passes through to agree on a common policy framework for compensation and site clearance in accordance with regulations to implement the project.
- Direct the consulting unit to adjust some locations of the power line to ensure that the impact on people is minimized (the section passing through Dien Thang Industrial Cluster, Dien Chau district and the positions of columns 422 and 423 in Do Thanh commune, Yen Thanh district).
- Actively coordinate with localities to mobilize affected land and property owners to receive money and hand over the foundation and service road for construction (if any) before January 30, 2024, and the route corridor before March 31, 2024.
- Request the Ministry of Industry and Trade to send a document to the Ministry of Agriculture and Rural Development on instructions for handling difficulties due to failure to follow procedures for converting forest use purposes to other purposes for forest areas used for road construction and pier foundation construction for projects; Provide timely extract and measurement records to districts to carry out inventory...
