Chairman of the Provincial People's Committee inspects the construction progress of Ho Tong Thoc road

On the afternoon of July 12, Comrade Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee directly inspected and checked the progress of the construction of Ho Tong Thoc road. Accompanying him were Major General Nguyen Huu Cau - Member of the Provincial Party Committee, Director of the Provincial Police; representatives of relevant departments, agencies and Vinh city.

This is one of the moves showing that the People's Committee of Nghe An province is determined to completely resolve the problems related to this traffic route. A day earlier, at the discussion session of the 9th session of the 17th Provincial People's Council, responding to the opinions of voters and People's Council delegates, Chairman of the Provincial People's Committee Thai Thanh Quy affirmed that many solutions will be used to clear the road by the end of August 2019.

Ho Tong Thoc Road located in Nghi Phu Commune (Vinh City) is a traffic route with a long history, serving the traffic activities of local people. By 2003, according to the detailed planning of Nghi Phu Commune, Ho Tong Thoc Road no longer played the role of an inter-regional road, instead it was a planned road with a width of 24m. Therefore, the last section of Ho Tong Thoc Road is included in the planning project of Nghe An General Hospital, phase 2.

In March 2016, the Nghe An General Hospital Project Phase 2 began construction; the construction process blocked Ho Tong Thoc Street, which was the reason why more than 100 households in Nghi Phu Commune sent petitions to the provincial and city authorities.

Faced with that situation, in September 2018, the Provincial People's Committee decided to reopen Ho Tong Thoc road to meet people's demands.

Implementing the direction of the Provincial People's Committee, on May 4, 2019, Vinh City People's Committee issued Decision No. 2567/QD-UBND approving the adjustment of the economic-technical report on construction investment of the project: Renovation and upgrading of Ho Tong Thoc Street. In which, the construction item of a 9m-wide planned road through the Nghe An General Hospital area, phase 2, was added. This road section has a length of 264.99m, a red line of 9m, a road surface of 7m wide, and a sidewalk of 1m on each side. The construction cost is determined to come from the provincial budget, with a value of 4 billion 578 million 539 thousand VND.

According to the plan, Ho Tong Thoc route will be opened in the first quarter of 2019; however, it has not been completed yet. The reason is that the hospital's water tank is built on the road about 3m.

Directing at the scene, comrade Thai Thanh Quy requested the People's Committee of Vinh City - the investor of the project to renovate and upgrade Ho Tong Thoc Street, to speed up the construction progress so that the project can be completed in August 2019.

The Chairman of the Provincial People's Committee also requested the Department of Construction, Department of Transport, Department of Natural Resources and Environment and related units to closely coordinate, support and create favorable conditions for the construction unit and the Project Management Board of Nghe An General Hospital, Phase 2, to carry out the project according to the design and ensure progress.

Regarding the underground water tank of the hospital, comrade Thai Thanh Quy requested the Management Board of Nghe An General Hospital Phase 2 to coordinate with the construction unit to adjust this item to move back to ensure the road is constructed according to the design. In addition, the Chairman of the Provincial People's Committee also directed the City People's Committee to install additional lighting systems along the road.

In particular, for the intersection between Ho Tong Thoc Street and Le Nin Avenue, the head of the provincial People's Committee requested that the road connection process must ensure the effective operation of the traffic light system. In addition, it is necessary to carefully study to expand this intersection, while ensuring the synchronization between the traffic works, sidewalks and the entire infrastructure of the area.
