(Baonghean.vn) - Speaking at the discussion session of group 5, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that many large-scale and promising projects will be deployed and put into operation in Nghe An next year.

On the afternoon of December 18, the provincial People's Council delegates of Group 5, including the constituencies of Do Luong, Nam Dan and Anh Son districts, had a lively discussion revolving around many hot issues.

Many concerns about new rural construction

Many opinions expressed at Group 5 revolved around the difficulties and shortcomings in building new rural areas. Mr. Tran Van Huong - Permanent Vice Chairman of the Provincial Farmers' Association, a delegate at the Nam Dan district constituency, mentioned the reality that many communes have reached the new rural area target but currently have many criteria that are beginning to deteriorate.

“Communes that have reached the new rural destination should not rely on external forces, which can easily lead to dependence. Instead, they need to have a comprehensive development strategy for the economy, society, culture, etc. to increase income for local people. Only then can we hope for sustainable new rural areas,” said delegate Huong.

Also mentioning the above issue, delegate Hoang Nghia Hung - Chairman of the People's Committee of Nam Loc commune, Nam Dan proposed to focus more on the work of building new rural areas, especially the need for policies to support communes that have met the standards.

Meanwhile, delegate Ngoc Kim Nam - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Do Luong district frankly admitted that the province's perspective on new rural construction is more "open" and practical, but localities are still under heavy pressure.

“The resolution of the district party congress has been issued. If it cannot be implemented, of course it will have to be reviewed, so the districts are under pressure. I think the province needs to have a general direction so that the implementation of new rural construction is more stable and solid,” Mr. Nam explained and proposed.

Discussing further about the issue of cement support for communes, Mr. Dinh Xuan Que - Chairman of Nam Dan District People's Committee proposed that the province consider adjusting this policy. "For communes that have strived to reach the finish line, the province should not provide cement support equally, but can support according to the rural road ratio of that commune. Communes with 6-7 dozen kilometers are also supported as communes with 10 kilometers, that is unfair", Mr. Que gave an example.

Nam Dan district leaders also proposed that the province have a mechanism to support land accumulation, so that cooperatives, businesses, households, etc. can rent land to develop large-scale high-tech agriculture.

Stuck in returning rural low voltage grid assets

Delegates also focused on discussing the issue of returning assets of the rural low-voltage grid, which was mentioned many times in the voter contact sessions before the session. Representative of Nghe An Electricity Company, Deputy Director Bang Hong Hien explained this content quite thoroughly.

Mr. Hien affirmed that Nghe An Electricity is fully aware of its responsibility for the issue that voters are concerned about, but emphasized that the electricity industry carries out refunds based on legal documents, in which the inadequacy lies in Circular 32/2013/TTLT-BCT-BTC Guiding the delivery, receipt and refund of investment capital for rural low-voltage grid assets.

“Nghe An Electricity Company has reported many times to the Provincial People's Committee and the Provincial National Assembly Delegation to have opinions on changing Circular 32. The Provincial National Assembly Delegation has sent a written question to the Ministry of Industry and Trade, but after 4 years, there has been no specific response. Up to this point, Nghe An still has 81 communes that have not been returned the power grid according to this Circular. 21 units have prepared documents to send to the electricity industry, only 4 units have come to work to supplement the complete documents and vouchers, however, when submitted to the Northern Power Corporation, they were returned,” said Mr. Hien.

This delegate also frankly pointed out the impossibility of preparing documents according to Circular 32, saying that if we continue to follow the spirit of this circular, then "not only in 2018, but also in the following years, it will be impossible to return assets to the locality."

The Deputy Director of Nghe An Electricity Company said that it is necessary to continue to recommend the Ministry of Industry and Trade to change and adjust some points of Circular 32 to facilitate the work of returning assets to people.

Also related to the scope of responsibility of the electricity sector, delegate Hien clarified the issue of relocating electric poles located on new rural roads. After more than 170 communes built new rural areas and expanded roads, electric poles were located in the middle of the road, causing voters to be upset and concerned about traffic safety and power grid safety. The Provincial People's Committee worked with the Northern Power Corporation, agreeing on the handling of electric poles located in the middle of the road in the spirit of coordination between the electricity sector and localities.

“The electricity sector is responsible for everything from planning, cutting off power, providing electrical equipment and materials, etc. The locality arranges land, digging foundations, casting foundations, and workers to build new electric poles,” Mr. Bang Hong Hien replied.

2018 has many promising projects

Speaking at the group discussion session, Chairman of the Provincial People's Committee Nguyen Xuan Duong clarified some contents related to the report on the socio-economic development situation of Nghe An in 2017, especially issues of revenue, expenditure and budget allocation.

Regarding the prospects for next year, the head of the provincial government also informed the delegates: “In 2018, we will deploy and implement a number of large projects that are in the process of being processed this year, such as projects of FLC, Hemaraj (Thailand), Vingroup, T&T…”

In addition to existing strengths, along with the attention and facilitation of the Central Government, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that localities, levels and sectors need to actively participate in order to successfully complete the assigned tasks, but need to be cautious in the face of difficulties and challenges.

Also at the discussion, delegates proposed a number of other issues that need to be addressed in the coming time, such as: the target of reducing the birth rate and trained labor is difficult to achieve without specific solutions; clarifying responsibilities in implementing Resolution No. 56/2016/NQ-HDND dated December 16, 2016 of the Provincial People's Council to handle the issue of re-encroachment of traffic safety corridors; handling waste and wastewater in rural areas; reducing and arranging meetings, training sessions, and summaries reasonably, avoiding overlap and density; more drastic recovery of overdue projects; resources for implementing agricultural development policies, etc.

These opinions are synthesized, fully absorbed, and presented to the meeting tomorrow morning (December 19) of the Provincial People's Council.
