INDUSTRIAL INDEX IN AUGUST INCREASED 9% YEAR-ON-YEAR

The meeting heard reports on the implementation of the Notice of Conclusions at the meetings of the Chairman and Vice Chairmen of the Provincial People's Committee in July 2020; reports on the implementation of socio-economic, national defense and security in August 2020, tasks for September 2020. In the first 8 months of 2020 (up to August 17, 2020), the province has newly granted (approved investment policy/issued investment registration certificates) to 51 projects, with a total registered investment capital of nearly 3,963 billion VND; adjusted 50 projects, of which, adjusted the total investment capital of 14 projects (increased by more than 4,516.5 billion VND and more than 82 million USD).

Budget revenue in the first 8 months of the year is estimated at more than 9,651 billion VND, reaching 63.4% of the estimate, equal to 96.9% over the same period.

In August, the province focused on directing 36 communes and 2 district-level units that had registered to reach the finish line in 2020; 1 more commune was recognized by the Provincial People's Committee as meeting new rural standards.

In addition, the social sector continues to receive attention and implementation, especially policies to support people facing difficulties due to the Covid-19 pandemic and solutions to create jobs for workers in the context of the Covid-19 pandemic.

Director of the Department of Labor, Invalids and Social Affairs Doan Hong Vu also said that for the support work due to the impact of the Covid-19 epidemic, currently 3 groups: meritorious people, social protection, poor and near-poor households have basically completed payment; the remaining subjects have been supported twice and are continuing to implement support.

At the meeting, leaders of several departments and branches discussed and clarified the contents of the industry. Comrade Hoang Van Tam - Director of the Department of Industry and Trade assessed and expected 14 projects in the last 6 months of the year, of which the largest is the Tan Thang Cement Factory Project which has been put into trial operation, however, it is necessary to remove obstacles in site clearance and roads to serve raw materials for the factory.

Comrade Nguyen Manh Cuong - Director of the Department of Tourism also presented the difficulties the industry encountered due to the impact of the Covid-19 epidemic. Regarding solutions, the Department organized training courses to improve the quality of tourism services; coordinated the production of film series promoting Nghe An tourism. In 2021, the Department will establish a team to review accommodation establishments to determine establishments that are qualified to welcome tourists.

BOTH DEVELOPING THE ECONOMY AND SOCIETY WHILE PROACTIVELY PREVENTING THE COVID-19 EPIDEMIC

Concluding the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that September is a decisive month for completing the tasks of the third quarter of 2020 and is the foundation for implementing the tasks of the fourth quarter of 2020.

“With such spirit, we request all levels and sectors to uphold their sense of responsibility to effectively implement and strive to achieve the highest results for the targets, goals and tasks set for the 2020 plan, especially the tasks of Resolution 01 of the Provincial People's Council on tasks and solutions for the last 6 months of the year at the 15th session,” the Chairman of the People's Committee pointed out.

Specifically, according to the head of the Provincial People's Committee, in September, the province must still pay special attention to preventing and fighting the Covid-19 epidemic; all levels and sectors must not be subjective or negligent, and must strictly implement the instructions of the Government, the Prime Minister, and the Provincial Steering Committee for Covid-19 Prevention and Control. In particular, the health sector needs to pay attention to the examination and treatment process at medical examination and treatment facilities; and at the same time, advise people to prevent and fight the epidemic.

"It is necessary to urgently focus on developing the socio-economic and public investment plan, the State budget estimate for 2021; the State budget and financial plan for 2021 - 2023; and implementing the task of formulating the Provincial Planning for the period 2021 - 2030, with a vision to 2050".

Along with that, the work of focusing on removing obstacles for enterprises and improving the investment and business environment and attracting investment also needs to continue to be promoted. In particular, the Provincial Working Group needs to proactively implement assigned tasks, including contents such as: building a price list for industrial park land rental to ensure harmony in land tax collection and investment attraction; clearly assessing the current situation of business development in the province.

The Southeast Economic Zone Management Board shall promptly complete the Planning Project (adjustment), closely following the submission to the Prime Minister to change the land use purpose of 2 mines; coordinate with the Nghe An Provincial Investment, Trade and Tourism Promotion Center to support investors interested in developing industrial park infrastructure, as well as secondary investors investing in industrial parks; coordinate with the Department of Planning and Investment to study and submit to the Provincial People's Council to issue a Resolution amending Resolution 26 on incentive mechanisms to attract investment.

The Chairman of the Provincial People's Committee requested relevant sectors and levels to focus on site clearance for key projects and projects of investors. On the other hand, the Industry and Trade sector and other sectors need to pay attention to promoting production to contribute to the value of industrial production. Any problems must be resolved by competent authorities; if necessary, report to the Provincial People's Committee leaders for direct handling to remove specific problems to help industrial production projects go into production soon.

The Chairman of the Provincial People's Committee also assigned the industry and trade sector to review and promote goods trading activities, especially focusing on the market in the province; advise the People's Committee to work with the Northern Power Corporation regarding the construction of power grids in villages and hamlets without electricity; especially power grid infrastructure for production.

The tourism sector must focus on resolving difficulties and obstacles, promoting tourism to partially recover the damage caused by the Covid-19 pandemic. The finance sector continues to review and strive to achieve the highest possible results in budget collection; at the same time, ensure budget expenditures, continue to cut unnecessary expenditures; have a plan to report to the Provincial People's Committee on the arrangement of related public assets;...

Regarding the socio-cultural sector, Mr. Nguyen Duc Trung requested the Department of Labor, Invalids and Social Affairs to pay attention to solving employment for workers, especially workers returning to their localities due to Covid-19; and implement social security policies according to Resolution 42 of the Government.

The health sector continues to implement epidemic prevention and control, ensure medical examination and treatment; participate in supporting the implementation of quarantine for experts of enterprises from epidemic areas coming to Nghe An to work.

The Department of Culture advised the Provincial People's Committee to organize the 90th anniversary of the Nghe Tinh Soviet Day and the 110th birthday of comrade Nguyen Thi Minh Khai; closely followed the ministries and branches to approve the Master Plan for the conservation, restoration and promotion of the value of the special national relic site of President Ho Chi Minh Memorial Site in Kim Lien, Nam Dan district.
