Chairman of Nghe An Provincial People's Committee issued an urgent telegram to respond to storm No. 9
(Baonghean.vn) - On October 28, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung issued urgent dispatch No. 40/CD-UBND on urgently responding to storm No. 9.
The content of the telegram clearly stated that, according to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m., the center of the storm was located at about 14.8 degrees North latitude; 109.8 degrees East longitude, right on the sea of provinces and cities from Da Nang to Phu Yen. The strongest wind near the center of the storm was level 12, gusting to level 15.
From today (October 28) to October 31, due to the influence of post-storm circulation (storm no. 9) combined with cold air, so in Nghe An after the storm, there is a possibility of heavy to very heavy rain, some places are especially heavy. Common rainfall: 200-400 mm/period, Southern Nghe An can be up to 500-700mm.

To proactively respond to storms and floods,damage limitationRegarding the lives and properties of the People, the Chairman of the People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT - TKCN) requests the Chairman of the People's Committee - Head of the PCTT - TKCN Steering Committee of districts, cities and towns; the Provincial Military Command; the Provincial Border Guard Command; the Provincial Police; Directors of departments, heads of provincial-level departments and branches; Chairman of the Board of Members, Chairman of the Company, Directors of Irrigation Companies; Hydropower in the province and related unitsimplement the following specific tasks:
Strictly implement the contents of Official Dispatch No. 1490/CD-TTg dated October 27, 2020 of the Prime Minister on urgent response to storm No. 9; Official Dispatch No. 39/CD-UBND dated October 27, 2020 of the People's Committee of Nghe An province on focusing on responding to storm No. 9.
The Secretaries and Chairmen of the People's Committees at district and commune levels; Directors of Departments, branches and sectors directly direct and are responsible for their localities and units. Request to minimize the loss of life and property caused by floods.
Continue to review,call, guide shipsstill operating at sea, evacuate from the dangerous area, to a safe shelter; Request coastal districts to coordinate with the Border Guard, Fisheries, and Transport forces to continue to carefully check so as not to miss any ships in the dangerous area; dangerous areas due to storms in the East Sea in the next 24 hours (strong winds from level 6 or higher, gusts from level 8 or higher): From latitude 11.0 to 18.0 degrees North; west of longitude 113.0 degrees East. All ships operating in the dangerous area are at high risk of being affected by strong gusts of wind.

Thoroughly review and evacuate people from dangerous and unsafe places, especially on cages, aquaculture watchtowers at sea, along the coast, on boats; in unsafe houses, low-lying areas, mountainous areas at high risk of flash floods, landslides.
Proactively advise and guide people to limit or not go out during floods. Control traffic, proactively regulate traffic, and limit vehicles from entering dangerous areas.
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police are ready with maximum force and means to proactively rescue when requested.
Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and other mass media increase broadcasting time, reporting on storm developments and heavy rains so that authorities at all levels and people can proactively take precautions.
Organize a 24/7 on-duty team to monitor the storm's developments; proactively direct responses to possible bad situations. Regularly report to the Provincial People's Committee (through the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control) for timely handling./.
