Chairman of Nghe An Provincial People's Committee requested urgent land allocation and support to remove temporary houses for Dan Lai people in Con Cuong
The Chairman of Nghe An Provincial People's Committee requested to urgently provide residential land and support Dan Lai people in Con Cuong to remove temporary and dilapidated houses, ensuring completion before July 31, 2025.

Previously, on March 11, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Nghe An Provincial Steering Committee inspected the situation and worked with the Steering Committee of the Program to mobilize and support the construction of houses for people with meritorious services, the poor, and people with housing difficulties in Con Cuong and Tan Ky districts.
In Con Cuong district, one of the biggest difficulties at present is that the district still has two villages: Khe Bung and Co Phat, and Mon Son commune has not been included in the list for approval to build houses for the poor and people with housing difficulties in the period 2023-2025.
The reason is that the residential land of these two villages is located in the area managed by Pu Mat National Park and does not have a Land Use Rights Certificate.
According to the Steering Committee of Con Cuong district: The Dan Lai ethnic group has long lived in the core area of Pu Mat National Park. The land of the households was separated from the original land plot of their parents before the decision to hand over this land to Pu Mat National Park for management in 1995.
The land used by households for housing is located within the overall land area of Pu Mat National Park, but the people live in villages and hamlets located separately from the forested area managed by the National Park.
“Khe Bung and Co Phat villages have a total of 243 households, of which 235 are poor, accounting for 96.7%. Through a survey of both villages, 72 households need support for renovation and repair but cannot do so because their residential land is not legal,” said the Steering Committee of Con Cuong district, requesting the Provincial Steering Committee to direct the implementation of procedures to grant certificates of land use rights to households as a basis for support in building houses.
Accordingly, the district proposed to remove the land of these two villages from the planning of Pu Mat National Park according to Decision No. 2288/QD-UBND dated August 7, 2022 of Nghe An Provincial People's Committee on Approval of the Sustainable Forest Management Plan for the period 2022-2030 of Pu Mat National Park.
Specifically, handing over to the local government to manage and use more than 401 hectares of residential land and agricultural land of the Dan Lai community living in Co Phat and Bung villages, Mon Son commune, so that the local government can carry out the State management process on land.
In addition, Con Cuong district also requested the Provincial Steering Committee to study and consider increasing the level of support for building new and repairing houses for Dan Lai ethnic households in this area.
According to current general regulations, each household that rebuilds a house is supported with 60 million VND, and each household that repairs is supported with 30 million VND. However, the Steering Committee of Con Cuong district said that the cost of transporting materials to these two villages is too large and the people in the two villages do not have the corresponding money, so they proposed that the province consider increasing the support level.

After the inspection and working trip, Nghe An Provincial People's Committee issued Conclusion Notice No. 179/TB-UBND of Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee.
Accordingly, regarding the land issue in Khe Bung and Co Phat villages, Mon Son commune (the land of the people of these two villages is located in the area managed by Pu Mat National Park, without a Certificate of Land Use Rights), the Chairman of Nghe An Provincial People's Committee assigned the Department of Agriculture and Environment to urgently review and resolve procedures to promptly grant land to people to build houses, ensuring the overall completion progress of the whole province.
Con Cuong District People's Committee closely coordinates with the Department of Agriculture and Environment to resolve legal issues regarding residential land for households.
Regarding the difficulty in transporting materials to the two villages, the Chairman of the Provincial People's Committee assigned the Department of Construction to preside over and coordinate with localities and related units to survey and find timely solutions to overcome difficulties in transporting materials, ensuring that the construction of houses for households is completed on schedule for the whole province.
At the same time, the District, Commune and Village Steering Committee mobilized all forces (army, police, unions, people, etc.) to participate in supporting the transportation of materials and construction to soon complete the assigned plan.
Regarding the overall progress, comrade Le Hong Vinh requested the Steering Committee of Con Cuong district to direct resolutely and focus on implementing the completion of the remaining needs of the district, considering this an important political task with the highest determination, striving to complete it earlier than the province's timeline.

Previously, on the afternoon of March 10, the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide held its third meeting chaired by Prime Minister Pham Minh Chinh - Head of the Central Steering Committee for the elimination of temporary and dilapidated houses.
At the meeting, the Central Steering Committee said that Nghe An province is leading the country in implementing the elimination of temporary and dilapidated houses (excluding housing support for people with meritorious services and housing under the two national target programs).
At this conference, the Prime Minister emphasized:“Absolutely no one should live in temporary or dilapidated houses. This is the command of our hearts and conscience, and the responsibility of the community.”; thereby proposing that the whole country strive to basically complete it by October 30, 2025 - 2 months ahead of the plan set out exactly 1 year ago when the program was launched.
At the working session on March 17, the Steering Committee mobilized and supported the construction and repair of houses for meritorious people, the poor, and people with housing difficulties in Nghe An province.Provincial Party Secretary Nguyen Duc Trung - Head of the Provincial Steering Committeerequested members of the Steering Committee at all levels to continue to closely follow the progress and areas of responsibility, focus on directing, inspecting, and urging to complete the goals, striving to complete all before July 31, 2025.
To complete the above goal, Nghe An is making efforts to support the construction of 4,713 new houses and the repair of 4,339 houses, corresponding to the total funding requirement to complete the project of 416.07 billion VND. The total funding available and expected to be received according to the commitment is 627.663 billion VND.
