Chairman of the Provincial People's Committee: Resolutely collect budget, complete the annual estimate

(Baonghean.vn) - That was the direction of Chairman of the Provincial People's Committee Nguyen Xuan Duong at the regular October meeting of the Provincial People's Committee held this morning, October 23.

At the meeting, delegates listened to reports on the implementation of the conclusions of the Chairman of the Provincial People's Committee, Vice Chairmen of the Provincial People's Committee at the regular meeting in September 2017 and thematic working sessions in September and October 2017; Report on the implementation of administrative reform and application of information technology in the province according to Notice No. 479/TB-UBND of the Provincial People's Committee; Report on the implementation of the socio-economic development plan, national defense and security, state budget estimate for October, tasks and solutions for November 2017.

Slow winter crop production progress

In October 2017, widespread flooding and rains greatly affected production and people's lives. This year's winter crop production progress was slow, lower than the set plan, especially corn on 2-rice land. As of October 12, 2017, the total winter crop planting area in the province was estimated at 23,847 hectares, reaching 59% of the production plan.

Regarding the construction of new rural areas, by October 11, 2017, the whole province had 162 communes meeting 19/19 criteria, accounting for 37.59% (of which, 152 communes had been recognized as meeting the standards; 10 communes had met 19/19 criteria and were completing documents for review and appraisal).

The Industrial Production Index (IIP) in Nghe An province in October is estimated to increase by 15% over the same period. On average, in the first 10 months of 2017, the IIP is estimated to increase by 12% over the same period.

Foreign affairs and investment promotion continued to receive attention and direction. As of October 16, 135 new projects were granted with a total registered investment capital of VND 13,687.23 billion, and 14 projects were adjusted with an increased investment capital of VND 303.03 billion.

Budget revenue for the first 10 months is estimated at VND9,410 billion, equal to 81.2% of the estimate, up 11% over the same period.

At the meeting, delegates were interested in clarifying a number of issues related to overcoming consequences of floods, annual plan targets, budget revenue and expenditure, removing difficulties for businesses, project investment...

According to the General Statistics Office, up to now, there are some indicators that are difficult to achieve the annual plan target. In addition to agricultural production due to floods affecting the crop season, industrial production activities are facing difficulties, especially in the fields of sugar processing, beer, Hoa Sen steel sheets, MDF with large inventories. Similarly, service industries such as post and telecommunications, finance and banking, maritime transport... are also facing difficulties, it will be difficult to achieve the plan target without strong solutions.

Recalculate expenses to balance the budget

Regarding budget collection, Mr. Nguyen Xuan Hai - Director of the Department of Finance said that currently there are some revenue items with low progress such as: Revenue from centrally managed enterprises reached 72.5% of the estimate; Revenue from non-state industry, trade and services reached 70.4% of the estimate; Registration fee collection reached 64.1% of the estimate; Lottery collection reached 70.2% of the estimate.

"Although the local budget revenue increased compared to the same period in 2016, it is still lower than the progress of the provincial People's Council's estimate. Currently, the Department of Finance has directed the tax sector to have a list of units with tax debts of over 1 billion VND and send it to businesses for supervision," said Mr. Hai.

Regarding the issue of budget collection, Vice Chairman of the Provincial People's Committee Le Xuan Dai said that the budget collection results were not too pessimistic, but we should not be subjective because some revenue items did not meet the plan. Domestic revenue was low, especially registration fee collection only reached 65%. Registration fee collection for car purchases increased last year, but this year car prices decreased, the number of shoppers decreased sharply, so the registration fee tax was low. Revenue from industry and trade - a large revenue source for the local budget, only reached 70.4%. If there is no drastic solution, it will greatly affect the province's budget collection results.

"In the coming time, in the context of some revenue reductions, it is recommended that the tax sector continue to direct that, in addition to the force majeure revenue (registration fee collection), it is necessary to pay attention to outstanding debts, attaching responsibility to local authorities in revenue from non-state industry, trade and services. Any locality with large revenue shortfalls must recalculate expenditures to balance the budget" - Vice Chairman of the Provincial People's Committee Le Xuan Dai emphasized.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong acknowledged the efforts of departments and localities; despite the rainy and flood conditions, many positive results were achieved in many fields.

To complete the socio-economic development goals and targets set for 2017, the Chairman of the Provincial People's Committee requested sectors and localities to strengthen the implementation of tasks and solutions; focus on preventing, combating and overcoming the consequences of floods and storms; agricultural production, speeding up the progress of new rural construction. Boosting industrial and service production; strengthening investment promotion; speeding up the progress of key projects; continuing to remove difficulties and support business development.

The Chairman of the Provincial People's Committee also requested to urgently deploy the tasks of the Working Group to prepare the content of the 4-year review of the implementation of Resolution No. 26 of the Politburo; prepare a report on the socio-economic situation in 2017, directions and tasks of the 2018 Plan.

Also this morning, delegates listened to and commented on the draft decision amending Decision No. 06/2015/QD-UBND dated January 21, 2015 of the Provincial People's Committee promulgating regulations on procedures for implementing direct investment projects using land in the province; reporting on the policy of exemption and reduction of land use fees for the project of renovating and rebuilding area A, Quang Trung apartment complex - Vinh City.
