Prime Minister: Do not let the transformation of local government affect the elimination of temporary housing, transportation projects, and public investment disbursement

On the morning of June 22, Comrade Pham Minh Chinh - Politburo member, Prime Minister chaired the meeting of the Central Steering Committee on the implementation of the elimination of temporary and dilapidated houses nationwide (5th time), the State Steering Committee for important national works and projects, key to the Transport sector (18th time); promoting the disbursement of public investment capital in 2025 (2nd time).

Also attending were Comrade Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Deputy Prime Ministers, leaders of ministries, branches, central agencies who are members of the Steering Committee, leaders of provinces and centrally run cities.

The meeting was held directly at the Government Headquarters, online with the bridgeheads of provinces and centrally run cities.

At the Nghe An province bridge, comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in the province (Steering Committee 1838); Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province, Head of the National Assembly Delegation of Nghe An province, Deputy Head of the Steering Committee co-chaired.

Also attending were members of the Provincial Party Executive Committee: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Hoang Phu Hien - Vice Chairman of the Provincial People's Committee; members of the Steering Committee.

Nghe An speeds up to eliminate temporary and dilapidated houses; disbursement of public investment capital exceeds the national average

The Steering Committees' meeting was to jointly review, evaluate and review the work that has been implemented in the past time, remove bottlenecks and obstacles and propose key tasks in the coming time, especially in the context of restructuring administrative units at the provincial and communal levels and the two-level local government apparatus officially operating from July 1, 2025.

Regarding the program to eliminate temporary and dilapidated houses, as of June 20, 2025, Nghe An has completed supporting the construction and repair of 20,067 houses, reaching 96.06% of the total demand (20,891 houses). The Standing Committee of the Provincial Party Committee and Steering Committee 1838 of Nghe An province have agreed on the completion date of eliminating temporary and dilapidated houses in the province before July 31, 2025.

According to the report of the Ministry of Ethnic Minorities and Religions, up to now, 38/63 provinces and cities nationwide have completed the elimination of temporary and dilapidated houses. Based on the registration plan of localities, it is expected that by June 30, this number will increase to 40/63 provinces and cities. It is expected that by August 25 this year, all localities will complete the program of eliminating temporary and dilapidated houses nationwide.

Regarding the disbursement of public investment capital, the Ministry of Finance said: Estimated payment from the beginning of the year to June 30, 2025 is 264.8 trillion VND, reaching 32.06% of the plan assigned by the Prime Minister, in the same period in 2024, disbursement was 188.4 trillion VND, reaching 28.2%. Thus, taking into account both the disbursement rate and absolute value, the disbursement of public investment capital in 2025 is higher than the same period in 2024. In terms of absolute value, the disbursement is about 76.4 trillion VND more.

According to the Ministry of Finance's assessment, in the first 6 months of 2025, 8 ministries, central agencies and 37 localities had estimated disbursement rates above the national average, including Nghe An. It is known that Nghe An's total public investment capital in 2025 is more than 10,000 billion VND, including the central budget of more than 2,749 billion VND and the local budget of more than 7,254 billion VND.

According to data from the Ministry of Finance, in the first 6 months of this year, the estimated disbursement rate of the 2025 state budget public investment plan compared to the total capital assigned by the Prime Minister of Nghe An province reached more than VND 4,530 billion (45.29%); of which the central budget capital reached more than VND 1,131 billion (41.14%); the local budget balance capital reached more than VND 3,399 billion (46.86%).

High determination, great effort, drastic action

The Prime Minister emphasized that in the context of the whole country implementing the transformation of the local government model from 3 levels (province, district, commune) to 2 levels (province and commune), it is absolutely necessary not to let the restructuring of the apparatus and organization affect the elimination of temporary and dilapidated houses; speed up the progress of key transport infrastructure projects and disbursement of public investment capital.

The Head of Government requested that ministries, branches and localities should promptly report any difficulties or problems encountered during the implementation process for immediate handling. The Government Office was assigned to compile and complete a brief Notice of the meeting's conclusion, clearly specifying the responsibilities of each agency, progress and implementation roadmap.

The Prime Minister noted that the workload from now until the end of the year is still very large, requiring a high level of effort, without negligence or subjectivity. In order to complete the set goals, the head of the Government requested all levels and sectors to thoroughly grasp and seriously implement a number of lessons learned in the direction and management work.

Specifically, it is necessary to fully grasp and seriously implement the instructions of superiors; strengthen leadership and direction, associated with clear decentralization and delegation of authority, and at the same time individualize responsibility for each task.

All levels and sectors need to demonstrate high determination, great efforts, and drastic actions, completing each task; the principle of assigning tasks must be "6 clear": "clear people, clear work, clear time, clear products, clear responsibilities, and clear authority".

Regarding promoting the disbursement of public investment capital, including key transport projects, the Prime Minister requested ministers, heads of sectors, secretaries, and chairmen of People's Committees of provinces and centrally-run cities to enhance their sense of responsibility, promote their role as leaders; strengthen inspection, supervision, and urge implementation progress.

The Prime Minister emphasized that when there is a unified policy and clear direction from the competent authority, the spirit of action must be "only discuss and do, not retreat".

All ministries, central and local agencies must demonstrate the highest political determination, striving to disburse 100% of public investment capital by 2025...

Regarding the program to eliminate temporary and dilapidated houses, emphasizing that "a warm home is built, a love is left behind", the path to hunger eradication and poverty reduction is very clear. The people are grateful. The Prime Minister requested that localities and relevant units concentrate highly and coordinate effectively to complete the entire program before August 31, 2025; especially the elimination of temporary and dilapidated houses for people with revolutionary contributions must be completed before July 27, 2025 with all their feelings and responsibilities.
